A document that circulates on the internet is seen as on March 1, 1999, a document signed by Halil Bicaj, then Defence Minister at the Bujar Bukoshi Government, where payments were laid for FARK's members in Kosovo and abroad, was issued.

The defence minister in Bukoshi's government, Halil Bicaj, had talked for the first time about co-operation between the KLA and FARKU in Rubik's KTV in 2014.
