Rafuna shows why the Ministry of Finance has blocked the 90s Education Bill

Lulzim Rafuna, the adviser to Finance Minister Bedri Hamza, has asked teachers not to go on strike tomorrow, since, according to him, the issue of their requests for the status of teachers of the 1990s will be resolved soon. Rafuna said that the main problem with the Bill is to clarify [the] way.

Rafuna said the main problem with the Bill is to clarify its way of financing. He said he cannot pass a bill unless it is known how to finance.

He said the Finance Ministry does not have the money reserve to cover these expenses, since the budget approval was not seen, writes Periscope.

Minister Hamza has met with SBASK chairman, along with his staff. The minister is to pass the bill away. The only requirement is to respect legal procedures. It must be known where the budget comes from. There cannot be passed a bill that has uncertainty about the origin of the budget. This bill was not envisioned when the budget was approved. The Ministry of Finance has no budget reserve. Before we test the law, we need to know where the finances come from. Minister Hamza's only request has been to observe the constitutional procedures”, Rafuna said in an interview in RTK.

He asked the teachers not to enter the strike, as he said it takes little time to resolve the issue, saying the solution is near.

My request is for teachers not to go on strike. Government needs some time to make a choice. It is not right for our children to lose their lesson on a 90th-year case, he said.

The SBASK has already held several meetings with government officials, but their demands so far are not complete. A few days earlier, the SBASK accused PDK Finance Minister Bedri Hamza of blocking this bill, which financially repaid educators who had been working without money in terms of Serbian occupation.

Prime Minister Haradinaj has said he is personally committed to resolving this issue. /Periscopi/
