Delegations at the level of experts in Pristina and Belgrade, from Kosovo's chief negotiator Avni Arifi and from the director of the so-called Office for Kosovo in Serbia's Government, Marko Djuric, resume talks Monday morning in Brussels, which were cancelled on 16 January due to Oliver Ivanovic's assassination in northern Mitrovica.
Talks are expected to last for two days and will be discussed for full implementation of all agreements reached in Brussels.
Sources from the European Commission have told Tanjug that talks are expected to be constructive and focused on the results achieved in implementing the remaining open issues from the Brussels agreement.
According to Serbian media on the first day for dialogue, it will be discussed on issues such as implementation of the agreement on freedom of movement and vehicle registration signs, management of border crossings and implementation of the judiciary agreement.
Two other issues -- the establishment of the Serbian Communist Association (ASK) and energy -- will have to be on the agenda of talks on the second day of the meeting in Brussels.
The full implementation of all agreements reached in the dialogue is important for Serbia and Kosovo's progress on the road to the EU”, they say in Brussels prior to this round of talks.
According to some sources, if talks Monday and Tuesday bring progress in forming the ASC or energy will be a cause for Kosovo President Hashim Thaci's warned meeting with Serbian President Aleksandar Vuciq.
In the EU, they say it is up to the two presidents to talk primarily about the new “phase of dialogue, which should be “full and essential” for resolving relations between the two sides.
The EU's “High Representative will invite the presidents Vuciq and Thaci to Brussels at the moment when a visible progress in the” dialogue will be possible, they have told the Serbian agency in Brussels.
Although in the EU they say they still do not have an official date for a new round of political dialogue, it is said that the presidents Vuciq and Thaci can already meet next week at a joint lunch, which Bulgarian Prime Minister Boyko Borisov organises for regional leaders in Sofia, where European Commission President Jean-Claude Juncker, EU chief Federica Mogheri and Commissioner Johannes Hahn will be present.
Before continuing the technical dialogue, which has been interrupted for more than a year, Belgrade's release suggests that during the talks, they will raise the question of the results of the investigation over the murder of one of the Serb leaders in Kosovo, Oliver Ivanovic.
At the same time, in Pristina they say they will present a new draft agreement for the AK, which should be in line with the Kosovo Constitutional Court's decision.
