KDI: Transparency of municipalities marks growth

Kosovo's Democratic Institute of Kosovo through a media communique has indicated that it has published “Transparometer Municipal” as an instrument for measuring and comparing transparency in six municipalities in the Prizren region (Prizren, Suhareka, Rahovec, Malisheva, Dragash and Mamusha).
Naim Cahan of KDI, announced that the measure of transparency of municipalities has been realised through an index that consists of 44 municipal transparency indicators based on four evaluation pillars: transparency in the president's office, the Assembly of the Community, municipal finances and transparency in public consultation. Each of the four pillars contains a total of 11 indicators.
“Based on the findings of this prudent index for the January-December 2017 period, it turns out that the Rahovec municipality has been a municipality with greater transparency from during municipalities measuring 84.2 %s of transparency.
The Malisheva municipality (77.4 % of transparency), the Prizren municipality (67.1% of transparency), the Suhareka municipality (65.7 % of transparency), the Dragas municipality (62.9 % of transparency) and the Mamusha municipality with (27.8 % of transparency)”, he said. Compared to 2016, he indicated that municipalities have seen significant increases in transparency. And Gentian KDI's chiefziu presented the other findings, suggesting that the municipality of Rahoveci led transparency on the pillar of the President's Office/ere, where of the 35 possible points has been assessed at 31.3 points, the Malisheva municipality with 29.7 points, the municipality of Prizren with 20.0 points, the municipality of Suhareka with 18.7 points, the Dragas municipality with 15.0 points, and the municipality of Mamusha with 4.3 points.
According to him, the municipality of Suhareka marked the greatest transparency in the municipality of the municipality where of the 35 possible points were estimated by 32.0 points, then the municipality of Rahovec with 31.0 points, the municipality of Dragas with 28.0 points, the Malisheva's with 27.3 points, Prizren municipality with 23.0 points, and the least transparent on this column turns out to be Mamsuza municipality with 12.0 points.
He also stressed that even on the municipal finance stake, the most transparent municipality on this level has shown that Rahovec's, where of the 35 possible points, this municipality has been assessed in 32.3 points, followed by Prizren municipality of Prizren with 27.7 points, then the municipality of Dragas with 26.7 points, the municipality of Malisheva with 25.0 points, the municipality of Suhareka with 20.0 points, as well as the Mamusha municipality with 9.3 points. On the panel of consultations with the public, it has said the municipality of Malisheva scored the highest scores, ranking the first of the six municipalities targeted in the municipal transparometer. Of the 35 possible points, this municipality is estimated at 26.3 points, followed by the municipality of Rahoveci and Prizren with 23.3 points, the Suhareka municipality with 21.3 points, the Dragas municipality with 18.3 points, as well as the Mamsuza municipality with 13.3 points.
