Kosovo's “Army actually does not depend at all on the constitutional amendment. It is largely dependent on the political decision to continue construction on existing bases, and within Kosovo's NATO defence doctrine”, Surroi had written.

He had received examples from Japan and Israel.

The FAK is a false dilemma and serves completely for political purposes. Even if full support were secured for an amendment that would make the KSF FAK, the amendment essentially would have no further say on what the Constitution now says. Consequently, the entire work around “building” of the army would be brought back to the law. Then why this false dilemma?

Because of the almost parapolitical symbolism. In the populist dictionary of some of the political parties and part of the media, the conversion to FAK is taken as the highest act of citizenship. In their words, without <x0ushtri” (without FAK), Kosovo is not a state. And this is the next nosens, a manipulation, which doesn't take into account reality: three or four thousand soldiers who will replace their KSF mark with that of the FAK, will not make Kosovo state any more than it is.

When people like the Israelites or the Japanese confronted these dilemmas, they chose the content instead of the symbolism. The Israeli army, among the strongest in the world, calls itself the IDF, the Israeli Protection Force, and was founded by an edict of Israeli President Ben Gurion. Instead of awaiting its constitutional definition, The IDF has continued to build within contemporary standards (though, unfortunately, even as an occupational force). If he were to await his constitutional amendment, The IDF would not take a step forward, since Israel still does not have a written constitution. Japan, due to its historical past, chose to have its army called the JDSF, Japan's Veterinary Forces, but that made no less army than it needed or practical opportunity at that time. Nor did he expect the Ministry of Defence to be established first to form an army. Japan has worked with a Self-Protection Agency until 2006, and by 2006 it won the Ministry of Defence as part of the government cabinet. The Israelites and the Japanese did not expect to be called armies or to be described as such in the Constitution.

Kosovo can do the same. The Kosovo Army actually does not depend on the constitutional amendment at all. It is largely dependent on the political decision to continue building on existing bases, and within Kosovo's NATO defence doctrine.
