He says the Army's first task, based on laws, will have Kosovo's territory and sovereignty reached.
The first “is the transition phase when the KSF is transformed into the defence minister, and then training capacities will be built. We will begin the recruiting phase by the beginning of 2019, which will be the first six months. In the first year it'll be a small number. Each year we will have 250-300 new recruits”, Rama said.
He says a military academy will then be established that will be open to the region's country as well.
By next year we will create a military academy that will apply to the region, and will be in English. In 2019-20 there will also be orchids from countries in the region. We will build training capacity for the new mission. We've already started building training programs”, he said.
Rama has also indicated that the KSF already has bilateral agreements with 14 NATO countries, and also extraordinary co-operation according to him is with the US.
We have extraordinary co-operation starting with the US and 14 ticket agreements signed. In April of next year we will have the KSF conference and partners. Since 2020 we will begin with other processes. Already in the United States we have started drafting the five-year plan”, he has declared.
NATO had rejected the establishment of the Army, saying it is not the right time, and Rama insists when he had asked when the right time had not been answered.

We need to know that NATO decisions are taken by consensus, as is the military organisation, it is also political. We're the product of NATO, and all we have is because of it, it is welcome and we have no problem with them”, Rama said.
Rama has also stressed that the Kosovo Army will be inclusive.
He says the KSF is not barred from going north to Kosovo, yet insists that the military has not been created to show force.
There is an agreement between the government and KFOR. The agreement was that KSF would not go north without KFOR's approval. We're not going anywhere without an invitation. It is not our intention to show strength. But we have no red lines, no white lines. Any order or decision coming from above I'm obliged to carry out, and that we will do”, Rama said.
