In the Valley, Albanian books will be sent electronically from August

Minister Shyqiri Bytyqi, in an interview for Online Economy, says that despite efforts by the country's institutions to send to Serb municipalities inhabited by Albanians, books in Albanian have failed to find solutions.
I think it's a sensitive issue is an issue that has implications beyond the ministry of influence and political education. We have tried to find common language and solutions, and in Presevo, Bujanci and Valley, we have not succeeded. I'm not a person who wants to show up and say look what we're doing, if we can't do something, we don't take steps like it did in the past. What we can do in the future, we are hoping that perhaps a solution, better co-operation will be found. They will probably also pass through an electronic form of certain books, including Aberet, which may be the easiest chance to prevent these book transport shows from being able to access the masts and then allow the use of such freedoms. We can create, but if we're not allowed in the other country, then we'll have a problem. I consider that the future will bring co-operation to allow the use of Albanian books in the section of the Valley”, Bytyqi said.
The problem in August is also with university management in northern Mitrovica. Speaking to the Law on Higher Education Bytyqi explains that private institutions of higher education must have the status of a nongovernmental organisation, but cannot be profitable.
“Every institution, including the university's part of the northern part of Mitrovica, is involved in the law and is within the current laws in Kosovo and the Constitution of Kosovo. There's innovation in the law, there's very positive innovation. I hope there will be no changes on the way because I can go to parliament and then it is the right of MPs to make changes in parliament. What's the biggest innovation is that we have innovation is that the institutions of higher education that are private should have the status of a nongovernmental organisation, but they can't be profitable. I believe it's going to be a positive thing to raise the quality of these colleges. In fact, the Law on Higher Education has been finalised, completed in Government. We have hoped it will be this meeting for finalisation, but due to some cost approval procedures coming from the finance ministry has not been introduced on the agenda, the next meeting will be in Government and the Law for Higher Education” will be adopted, Bytyqi said.
Bytyqi has also talked about assessing teacher performance, a process that started last month. The head of education in the country says the assessment is aimed at increasing quality in education, not underestimating teachers. Therefore, he holds that all who do not show results during their evaluation will be punished.
For the first half, around 220 teachers are selected. It's continuing the process, from information coming out of the field either from the inspector or from the inspectors themselves, things are going well, we haven't had any problems. It takes time to complete this part because it's a very complicated procedure that takes time because it has to be divided into two parts because the first part is 30% that has to do with preparations on the programme then the second 30% reviewing within class hours so it takes time to complete the part that belongs to the education inspectorate. I expect that there will be positive results. Educators have access to their professional career development that is very necessary. They need to improve the teaching methods that are possible, and I expect things to work properly so that they will be in quality service”, Minister Bytyqi said.
He added that they do not intend for the Inspectorate to go to punish, but that they will be passed on to the professor's panel of inspectorate, which will play a very important role in educating teachers and school directors.
