Kosovo- Serbia cannot avoid international interests

The European perspective, for which Kosovo and Serbia are defined, will put both countries ahead of the situation, in which they must reach a legal commitment agreement for normalising relations between them, assessing connoisseurs of political, Albanian and Serbian developments. Africa Hoti, professor of International Law at Pristina University, says [...]
Africa Hoti, professor of International Law at the University of Pristina, tells Radio Free Europe that despite the impasse of dialogue and hard drive between Pristina and Belgrade, expectations that an agreement between the two countries can be reached are very real.
“Site on the ground, almost quite clear. The Republic of Serbia has already acknowledged that the state of Kosovo is a fact carried out, despite the position we have an official negative position of Serbs. But I think at the end of the day, Partials necessarilythat will be offered and will find a solution. Normally, in the process, it is completely expected that they, at least in the public sense, will be as indifferent as possible in order to benefit as much as possible. But I believe that the solution or the final verdict, no doubt leads both countries to final agreement”, Hoti points out.
He adds that the negotiating process itself is the product of actors International, especially the European Union and the United States of America. On the other hand, according to him, the Russian Federation has not put pressure on reaching a final agreement between Kosovo and Serbia, but has stood and continues to stand as guarantor of the blockade of the process in the judicial sense.
Dusan Janjic, director of the Forum for Ethnic Relations in Belgrade, speaking of Radio Free Europe, says that the possibility of reaching a judicial agreement legally binding between Kosovo and Serbia is completely real. Research, according to him, has shown that 65 per cent of citizens in Serbia consider that a solution between the two countries should be found through negotiations.
Of course this will happen. Only this is about whether current conversationants will be in the process, taking into account their positions and possible choices. Personally, from what I know, it will take as soon as the dialogue for normalizing relations” returns.
“This episode, which lasted several months or almost a year and has introduced them Kosovo, Serbia, Albanians and Serbs, in a very dangerous area for security, in distrust, clashes and tensions nearly weekly, should gradually end. This is a prerequisite for turning to their commitments and meaning the first 2013 agreement that politicians have wanted to avoid, says Janjic.
According to him, both countries' politicians to escape Bonds They've been trying to find a solution that saves and popularizes them. But according to him, they have found the wrong solution - that is, Change of borders Or changing territories.
On the other hand, the president of Kosovo, Hashim Thaci, but also Serbia's president, Aleksandar Vuciq, have in some cases declared that if Pristina and Belgrade agreed, then the agreement should not be a problem for others.
Professor Hoti says such phrases are already known and familiarised in the current international trend. However, according to him, recent statements from international relief factors, and especially from US officials, have indicated that Agreement between Kosovo and Serbia, it should have the blessing of this country.
“I see a kind of pessimism for these latest ideas for changing borders, because the main actors have openly expressed objections or their different positions, and as it seems, this option will eventually fall from combination. The less those theories of Mr. Vuciq convert the Pristina dialogue to Belgrade's dialogue, Tirana, in the sense of the territorial division of Kosovo and to define the border between Serbs and Albanians. I think these are unrealistic options that would bring much more problems than would bring peace and benefit to the region”, Hoti points out.
Meanwhile, Janzic expresses the opinion that international relevan factors would accept an agreement Kosovo and Serbia would agree to. However, according to him, the European Union, which is facilitating the dialogue, the states of Quinti, but Russia, will consider such an agreement if it is in accordance with their interests.

“They will give their reconciliation if all obligations for which agreements exist are respected. So Serbia has Chapter 35 and has a clear agenda on how to solve Kosovo's problem. Second, they will give their reconciliation if the agreement does not violate their interests. They, however, are great powers for us”.
So, I think that at one point, Thaci and Vuciq have forgotten the lecture they paid Slobodan Milosevic in 1997, when he believed that in the deal with Fatos Nano (formerly prime minister of Albania), he could solve Kosovo's problem, at the well-known Crete conference, and that he could bypass the interests of the great powers. The interests of the great powers will be included in the review of the proposal, which they will give”, Janjic says.
He adds that negotiations between Kosovo and Serbia can be expected after elections in the European Union, meanwhile the signing of an eventual agreement between Kosovo and Serbia, is not real before the start of 2020.
