The aim of this memorandum was to ensure independence and professionalism in the process of recruiting top leadership positions.
The goal of the Memorandum of Understanding is to, in accordance with the legislation in force, support the joint efforts to ensure empowerment, independence, meritocracy and professionalism in the process of describing high-ranking positions in civil service and public enterprise boards”, says at the tender point 1 of the memorandum.
But the government's final appointment has prevented this memorandum from being respected. The government yesterday named Burim Rhecin secretary general at MTI.
Officials from this embassy have said another candidate met the criteria for this position. The fallout in recent elections has been the candidate for Asamblist from the Initiative.
The final resolution in the professional opinion of our Working Partner finds that only one person had met the criteria to be appointed to this position. Other candidates had come up with fewer points and were not the level for appointment in this position. The only candidate to have met the” criteria has not been named in this position, have said in a response to the newspaper “Voice” from the British Embassy in Kosovo.
