The Islamic state (ISIS) has claimed responsibility for the attack.
The preliminary reports say the attack took place at the University of National Defence Marshal Fahim, located near the military base, broadcast Kosovo Press.
The attack comes days after the macabre event in Kabul, when Taliban militants using an ambulance car loaded with explosives killed at least 100 people.
