The Constitutional Prosecutor in Gjakova has launched investigations into Istog municipality Chairman Haki Rugova, who allegedly committed the criminal act of conflict of interest.
The prosecutor, who is in charge of this material Agron Matyan, has confirmed on the Justice Vow, that he has already been hired for launching investigations regarding these allegations, after the Constitutional Prosecutor in Gjakova accepted the subject, January 17, 2018.
The launch of the investigation, under suspicion that Istog Community Chairman Haki Rugova, committed criminal work “interest” on December 7th of last year, in the case of signing a tender where his brother, Gani Rugova, was the chairman.
In the criminal row provided by “Justice Trust”, Haki Rugova is said to have allegedly, on August 1, 2014, in the quality of the municipality's chairman, deliberately participated in signing the contract personally according to the procurement activity “construction of fecal channeling in the village of Cercre-Lugash- the first phase”, with economic operator “M A-CON” sh.k, owned by Guni Rugova, worth 289,119.85 euros, thus enabling financial interest in him and the legal person dealing with him.
In this case, the AKK under reasonable-based suspicion has become a criminal outcry, with which Haki Rugova allegedly committed this criminal act.
Initially this subject was sent to the Constitutional Prosecutor in Pec, she had been delegated to prosecutor Haxhi Sinanaj, respectively.
But, the latter, on January 17th 2018, was directed to the head prosecutor of the Constitutional Prosecutorship in Gjakova, Ali Selimaj, and after consulting with Appeals Prosecutor Hadzi Derguyt, as well as Agim Kurmehaj, the subject has been delegated to the Constitutional Prosecutor in Gjakova.
“The reason for sending this criminal case to the competence of this criminal case for defendant Haki Rugova is the fact that, in the same time that we have long known and are in social reports, so to be a fair and independent investigation, following consultation with Apel's chief prosecutor and the chief prosecutor of the Constitutional Prosecutor in Gjakova, we have agreed to send this criminal case to the authority of the Constitutional Prosecutor at Gjakova”, prosecutor Hadina Sinay wrote.
Otherwise, Hakki Rugova, in the 2017 local elections, has won another mandate at the helm of the Istog municipality, which only after the revote had secured victory against candidate from AAK's ranks, Xhavit Dresaj.
