Macedonia's Assembly for how many months now continues to function without deputy speakers. While the parliamentary majority claims the Parliament should have five deputy speakers, as much as Chief Parliamentary Talat Xhaferi has proposed, the opposition is divided.
The VMRO-DPMNE supports only the option, as they call it traditional, for the Parliament to have three vice-presidents. The largest opposition party accuses the majority that with positions in the Assembly, it is meeting political and party needs.
“We initially estimate that the tradition of the Parliament should be followed from 1991 until now, so that the Assembly will have three vice-presidents, just as it has been so far. This means efficiency, economic functioning and adequate representation of all political parties, whether of the majority or opposition. The proposal for five vice-presidents is the political interest agreed upon by LSDM, Besa, DUI and the Alliance for Albanians. We assess that such a political agreement will be an additional waste for the Assembly and will not make the Assembly at all more efficient”, said Antonio Milosovski, VMRO-DPMNE deputy.
The Besa movement supports the president's proposal that the Assembly for five vice-presidents, in order that even this political subject meet a deputy chairman post. However, this party has not yet determined which of their deputies could occupy the deputy leader's position if the majority proposal is approved.
“We, like the Besa Movement and as the second largest opposition group in the Assembly, asked that a country of vice-presidents belong to us. We consider it a legitimate requirement as it comes to the country where all parliamentary groups are represented and as the second largest Albanian party in the Assembly, we have estimated that we should have a seat of deputy chairman”, said Fadil Zendeli, deputy of the Besa Movement.
Under the Parliament's regulation, the number of vice-presidents determines the chairman, while their choice puts the Assembly by majority of votes. A deputy speaker is elected by majority of votes from the total number of MPs. The same one owns a cabinet, an adviser and secretary.
In addition to five deputy speakers, most claim that the Assembly should have five more secretary-generals.
