According to the Constitution, the Parliament's mandate begins with its first meeting after the elections and ends on the same date on the same fourth month from the date of the first meeting. The founding law of the state sanction (neen 67), that the president of the Republic collects the newly elected Assembly no sooner than the date of the end of the former Parliament's mandate, but not later than 10 days after the end of that mandate.
However, Berisha may reject opening the legislature as he did in 2013, where the session was opened by Namik Dokle. The fact that it will face the Socialist majority, which came out victorious in the June 25th elections, could make this task embarrassing to the historic leader of the Democrats.
