In 2015, former Vlora Mayor Salvation Gjika was arrested by police, along with Dorian Sulyan, director of the Territory Planning Directorate in this municipality, and the builder, Arthur Hagi.
According to allegations the prosecution claims, in the quality of Mayor Vlora, in co-operation with citizen Dorian Sulaj, as director of the Directorate of Planning and Development Control in Baskina Vlora, they have compiled and issued documents with counterfeit content, with these forged documents used by the businessman being arrested by Haxhi.
