Kosovo's dissatisfaction with EU criteria

The growing frustrations of Kosovo institutions' representatives with the European Union's approach do not mean turning away from determining Kosovo's integration into the EU, MPs and integration connoisseur say. Seting the ratification of the border demarcation agreement with Montenegro as irreplaceable condition for visa removal continues to be seen in Pristina as an injustice done to Pristina on the part of Brussels.

On Friday, Kosovo Prime Minister Ramush Haradinaj is expected to discuss with senior EU officials in Brussels the European perspective of Kosovo, implementation of the Stabilisation and Association Agreement and the issue of conditioning Demarketisation and visa liberalisation.

Parliamentary Commission for European Integration Chairman Blerta Deliu-Codra, deputy of the Democratic Party of Kosovo, told Radio Free Europe that Kosovo has European prospects and that the integration process in the European Union is one of the goals of the country's institutions.

I think that Kosovo is going through a process and is walking through the streets in which many states have passed”, Deliu-Kodra said.

According to her, the European Union will not allow to repeat mistakes that have occurred with other states.

That's why I don't say it's bad reports with the EU. We have ongoing meetings, we have continued consultations from all political activists, but that the focus should be on performing obligations “, Deliu-Kodra said.

She also said that Kosovo has an agenda defined by the EU and obligations must be fulfilled.

Meanwhile, Fatmire Kolcak, a member of the Parliamentary Commission for Integration, deputy of the Vetevendosje Movement, says that corruption and organised crime have caused the European Union to face criticism for Kosovo and its institutions.

The European Union needs to approach Kosovo more seriously, even in the sense of not dismissing the processes because this then really in the long term can do us harm”, Kolcak said.

Kosovo's “Pala, the concessions of the powers, non-seriosity, has not provided convincing evidence that they are fighting crime and corruption, organised crime, and normal that, in reports with the EU, this has damaged us and is not just the Demarket process”, Kolcak said.

Kolcak says that despite the failure to meet certain conditions on Kosovo's part, there is no fluctuation of reports between Kosovo and the EU.

I wouldn't have said they were pissed off. I can say that the will should exist on both sides, even from the Kosovar side even from international representatives who are with us, especially the EU, because our aim is to be part of the EU”, Kolcak said.

On the other hand, Kosovo President Hashim Thaci continues to hold a very severe course of political rhetoric regarding the European Union's approach to Kosovo, in particular to conditioning visa liberalisation and integration processes.

President Thaci has criticised the European Commission, labeling it unfair to set the condition for ratification of border demarcation with Montenegro, with the visa liberalisation process for Kosovo. According to him, such an approach to Brussels affects the fluctuation of confidence Kosovo citizens have in the European Commission.

Emrush Ujkan, professor of European Law at the University of Pristina, told Radio Free Europe that on the overall level, despite Kosovo's criticism of the EU, there can be no fluctuation of relations.

This is about the fact that the EU itself is aware that Kosovars in some form are hostage if we are talking about the visa liberalisation issue”, Wjkan said.

Furthermore, Professor Wolfani says Kosovo is an important factor in the Balkans, but given the requirements for lifting the visa liberalisation agreement, he says that Pristina, however, cannot have an impact on the criteria already set by the EU.

However, results of meetings remain to be expected that Kosovo Prime Minister Ramush Haradinaj could have at his next meetings in Brussels (on Friday) with Enlargement Commissioner Johannes Hahn and EU High Representative Federica Moghrini
