tender trouble, material supply threatened for October 22nd elections

On the eve of local elections, a tender has been cancelled in connection with the management material of the ballot package.

The tender for supply of administrative material for polling packages for 2017 local elections should resume from scratch.

The tender court thus ruled after the procurement activity had complaints of irregularities.

The CEC Secretariat for failing to review the company's request “Infinit” was argued in words that this request had not been displayed in the electronic procurement system, where procedures for this tender were conducted.

The CEC's contract announcement for the tender “Foundation of Material Administratorial for Local Election Pack 2017” was released on July 17th.

At the session, the representative of the CEC Secretariat did not agree with the opinion of the OshP expert, while showing that the operator “Infinin” has been made clear to submit the request to the electronic procurement system.

I think so far that every interested economic operator who has asked questions through the e-procurement has always been brought back to”, the CEC Secretariat's representative said, demanding that the OSP drop the complaint and allow the secretariat to continue the procedure.

Company auction expert “Infinit” said procurement activity for election materials has had to be suspended.

The recommendation is for this activity to be cancelled and reinstated because the economic operator complainer has not been able to offer in this tender and be given the opportunity to offer, as the contracting authority has not considered the demand for revising the tender”, the research expert said.

At the end of the tender court panel, he decided to cancel the CEC Secretariat procurement activity.

“The reviewer estimates the contracting authority- SCQUZ Procuration Task Procuration procedure: No. The procurement: 320-17-054-121, should cancel and enable all economic operators to participate in this procurement activity”, the OSEP decision said.

The CEC Secretariat, respecting the Procuration Research Organisation's decision, has then cancelled this activity.

The newspaper Life in Kosovo has sent questions to learn more about this procurement activity and steps the CEC Secretariat will take to realise this supply as election day approaches, but has not yet received answers.
