While news and analysis in the United States continue to be obsessed with the actions and daily insults of President Trump, the next mother of the world, just as something historic happened. China signalled that it now views itself as the next world superpower, positioning as an alternative, if not a rival, of the United States.

That's not my opinion based on reading Chinese policy tea leaves. It's the clearly articulating view of China's supreme leader, Xi Jinping. In his speech last week at the 19th Congress of the Communist Party, Xi stated that China is in a “historic moment”, entering a new “epoque”, in which the country will become a powerful “ ” in the world, and a model for political and economic development. He claimed that China's “political system. . is a great creation, offering a new choice for other countries”. And Xi insisted that his country will defend its interests with zeal, while it will also become a global leader, on issues such as climate change and trade.

Since China abandoned its Maoist isolation in the '70s, its philosophy was determined by Ten Hsiaopini. At that time, China had to learn from the West, especially from the United States, and integrate into existing international order. According to Tenni, she should have been humble and modest in her foreign policy, and “expected her time to come”. But the time has already come, in the opinion of Xi, who announced that the Middle Kingdom is ready for it “reflect the center of the world scene”.

Xi's speech is important because this party congress made it clear that he is not an ordinary leader. He climbed to a second term in office -- without specifying any clear offspring -- from the next generation of party officials, thus maintaining a control over power -- much stronger than his predecessors. Most importantly, the party of “skali” his thoughts in the constitution, a favor that Mao Ce Duni once had, when he was alive. Ten Hesapin increased, but only after death. That means for the rest of his life, Xi and his ideas will dominate the Communist Party of China.

In a recent number of “York Review of Books”, Andrew Nathan noted that Western policy against Beijing has generally assumed that over time, while China modernised its economy, it would become more pluralistic and more cooperative abroad. However, Nathan added that some writers and journalists, such as James Mann, were concerned that China would remain authoritarian and provide support to other anti-democratic countries.

The reality is not as extreme as Mann predicted. China has remained firmly authoritarian in fact, even more in recent years. But on issues such as climate change, trade, and North Korea, it has actually become more cooperative. While Beijing has tried to create several international alternative institutions, it is also the UN's third largest sponsor, as well as the second largest contributor to the international body's peacekeeping budget. China requires a review of the international system, to accommodate its growing power, not a revolution and replacement of international order, built by the West.

In part, China's new attitude towards the world and how it has been accepted are the result of the ongoing strength of the Chinese economy, and increased party political confidence under Xi's leadership. But these changes are also taking place under the backdrop of the total decline, political and moral authority of the United States in the world. A recent study by the Pew Research Centre shows a 14-point decline in those who favour the US in more than 30 countries surveyed.

Countries such as Australia, the Netherlands, and Canada today have a more favorable view of China than they do of the United States. Many of the surveyed countries including Germany, Chile, and Indonesia have greater confidence in XI leadership than in Trump's. China has aggressively sought to improve its image in the world, spending billions on foreign assistance, promising trade and investment, and opening Confucian institutes to promote Chinese culture.

In the meantime, consider how the United States is now viewed by the rest of the world. Politically precompleted, unable to make big decisions. Among a growing debt, investments in education, infrastructure, science and technology have serious shortages. Politics has become a branch of reality TV, with daily insults, responses, and colorful comments. The role of American historical leadership in the world has been replaced by a narrow - minded ideology. Foreign policy has become a partisan game, with Washington obstructing the agreement, changing courses and almost completely out of politics to get political points within the country.

The difference in the reputation we're seeing around the world has nothing to do with the climb of China than the fall of the United States. / The Washington Post ) In Albanian by The world..
