The Sports Ministry shares $400,000 per plane ticket, two bids turned out identical to centa

The value of the contract of 399,741.26 euros is approximately the salary of about 60 years of working by a police officer or teacher in Kosovo, if taken on average monthly salary in these professions.

The ministry, which has been newly established, has argued with the need for numerous official trips, especially under preparations for organising the Mediterranean Games. The tender documents say that the procedure deadline has been cut as the ministry has not had a valid contract for this service. It also notes that because of the organisations for the Mediterranean Games, the staff has and will have frequent official trips, so according to the ministry it has been vital that the contract be connected as soon as possible.

However, what is most striking in all this procedure is not only the value of approximately 400 thousand euros but the way the offerings have been concluded. The only two companies that have competed for this tender have delivered completely identical prices, up to cents. Like"AS Travel Club"and"Prime Tours & Travel"have exactly offered 399,741.26 euros.

Such a situation is unusual for a public tender of this value. In the practice of public procurement, it is not often that two economic operators, by preparing their offers independently, reach the same price, even identical in cents.

Just because prices were identical, the winner was not chosen on the basis of a cheaper offer. The ministry referred to the Order for Public Procurement, which stipulates that when two or more responsible offers have identical prices, the contract is awarded to the operator who has submitted the first bid to the system. Thus, the winner was declared the"company. AS Travel Club", while"Prime Tours & Travel"remained without contract, though it had offered the same amount.

“39.8 The vote applies only to the criteria and conditions set out in the Tent File. in cases where the Accounting Authority accepts 2 (two) or with more responsible offers at the same prices (ideentic) does not apply to voting members of the OE's approval commission, but the selection is done in terms of the surrender ( OE, which has submitted the first bid)”, is said by regulations.

The documents show that only two economic operators have been offered in this activity, and both are deemed responsible. Since the price was the same, the time of delivery of the offer became the only factor determining the winner.

The contract is a framework deal with 36 months. It does not mean that 400,000 euros will be spent immediately, but that the ministry will have the opportunity to purchase aviobiles according to its needs over the next three years, up to the maximum value of 399,741.26 euros.

The tender documents also say they have not been able to predefined travel relations, as they will depend on the needs of the ministry. The contract-giving criteria have been the lowest price, while the procedure has been developed as open procedure. The contract announcement has been released on June 19, 2026, the decision on contracting has been made on July 10th, while its signing is scheduled for July 16th, so today. /Periscope
