“Government or President?”, Cakoli shows procedures for forming institutions

The Central Election Commission has certified the results of the June 7th extraordinary elections held in Kosovo.
With this step, the way has also been opened for the creation of new institutions and the course of the deadline for the Kosovo Assembly Co-ordination.
Eugen Cakoli from the Kosovo Democratic Institute has said that the 30-day deadline for the successful maintenance and conclusion of the Assembly Constituation session begins tomorrow, July 9th and ends on August 7th 2026.
According to him, the session should be called by Albulen Hadziu, in the quality of the President's task manager.
He has added that if this does not happen within the deadline, the Assembly meets itself on the thirtyth day.
Before the session, Albulen Haxhiu, in the quality of the president of the preliminary legislature, must call the preparation meeting with the heads of 15 political subjects who have won seats in the Assembly. This meeting is held no later than five days before the constitutional session and serves to prepare the agenda and assign places where MPs will sit in the hall, according to political subjects. ”, Calcoli said.
He has added that the constitutional session -- until the election of Speaker of the Parliament -- will be led by the oldest MP, Avni Dehari from LVV, assisted by the newest deputy, Fatma Taci by the KDTP.
According to him, the order of work is only predetermined. Initially, the Interim Verification Commission for Quorum and Mandata is formed, whose report is voted by majority of votes.
“Then takes the oath of MPs; then the Speaker of the Parliament is voted in; and, finally, the deputy heads of the Parliament. The Speaker of the Assembly is nominated by LVV, as the largest parliamentary subject, and elected by at least 61 votes. If the same candidate does not get the votes after three attempts, the other candidate should be nominated. The vote for the mayor should be open, unless there is consensus on changing the voting manner.”, he said.
After the mayor's election, according to Colcol, the Parliament continues with the election of five vice-presidents.
The three are nominated by the three largest parliamentary subjects -- LVV, PDK and LDK. A proposal is proposed by MPs from the Serbian community, from the LL, respectively, while one of the deputies of other non-most communities. All are elected by at least 61 votes. Basically, vice presidents should be voted in packages. At least the three vice-presidents proposed by the largest parliamentary subjects could be voted in one vote, while the two vice-presidents from non-most communities in another vote. The Assembly is considered binding only after the mayor and all five vice-presidents were elected.”, he added.
According to him, only after the full framework of the Assembly opens two separate constitutional procedures -- the one for forming the Government and for electing the president.
These procedures do not exclude each other, nor the Constitution, nor the Constitutional Court's judgments, condition the formation of the Government by the president's preliminary choice.”, Calcoli said./ Periscope.
