With that, Montenegro has recently faced the same challenge. The latter, viewed as one of the Western Balkan state whose path to the EU is seen faster than others.
But, even Montenegrins, are facing obstacles, which is why Croatia is.
Italian News Agency “Ansa”, it has reported that Zagreb has become an obstacle to Podgorica, setting a series of conditions to give consent to their progress, blocking negotiations with Brussels for Chapter 31, which concerns foreign, security and defence policy.
As early as 2024, Zagreb had officially raised objections to a resolution adopted by Montenegro's Parliament for <x0).
Touching a very sensitive issue, Croatia considers this political movement a provocation promoted by Belgrade. According to the Serbian daily Blic, a report published by Serbian Monitor, Croatia has urged Montenegro to take decisive steps by the end of the year to resolve six unresolved bilateral issues in order to get the green light for continuing negotiations with the European Union.
The conditions reportedly, Croatia has asked Montenegro for them:
to pay compensation for former Croatian prisoners held in war captives camps in Montenegro;
to continue researching the 14 people who still find themselves officially missing from Croatia's War for Independence (1991));
ensure effective prosecution of war crimes;
settle disputes over properties confiscated by Croatian families;
set the maritime border between the two countries;
Returning the Jadran school ship and preserving the memorial plaque at the former Morinj camp in Montenegro, where hundreds of Croats were imprisoned since 1991.
Despite obstacles imposed by Croatia, Montenegro is continuing technical work with European institutions, and is still considered the most advanced candidate in the membership process. In mid-July 2026, Podgorica managed to temporarily close two more key negotiating chapters, bringing the total of 33.
