No investment in the memorial complex in Prekaz, Albin Kurti, used the company's hard drives that he introduced two years ago.

You're also at the memorials of the martyrs in the tenders, stealing. You're typical thieves, classic thieves"
It was one of the harshest statements Albin Kurti had made as opposition to the Kosovo Parliament, accusing the governments of abuses even in projects related to martyrs and the liberation war, reports Periscope.
Today, five years after taking power with the promise to do otherwise, Kurt is trying to present a project that remains largely on paper.
At the peak of the election campaign, the incumbent prime minister published a Facebook post for the Meteorological Complex “Adem Jashari” in Prekaz, announcing he has been informed of the performance of the Master Plan's design and praising the work of the international consortium working on the project.
Kurt's post gives us the impression of a project moving at a pace and is producing concrete results. But the facts tell a very different story.
Kurti's government had promised since 2021 that it would begin work at the Memem Jashar” Memorial complex. Kurti herself had indicated that by the end of that year concrete steps would be taken to implement the project.
Today is 2026. More than five years have passed since those promises, while the warned transformation has not yet occurred on the ground. The project continues to wander between plans, competitions, complaints, re-evaluations and administrative procedures.
The journey of this project has even been accompanied by serious suspicion of procedural wrongdoing. In 2023, the Procubation Manager was forced to suspend the procedure for the Master's Memorial Complex Plan after a complaint by one of the economic operators participating in the contest.
The complaining company claimed the basic rules of the anonymous competition were violated. According to the claims presented, an operator had discovered his identity during the process, but despite that was allowed to continue the race.
The complainers described this as flagrant violations of the procedures and called for reassession of the process. So the project that should be an example of transparency and professionalism was involved in conflicts that ended up in the OSHP.
However, these problems are nowhere mentioned in Kurt's final post. What is also missing in the prime minister's post is a simple explanation for citizens of what has been done concretely in these five years?
So after five years of governance, the project continues to be mostly in the planning phase. The irony becomes even greater when it comes to what Kurt once used against political opposers.
When in opposition, delays, contested tenders and procedural problems were considered evidence of ill-governance. Today, when the same problems appear in one of the most symbolic state projects, they are replaced by promotional posts on social networks.
And the time of this publication seems by no means random. The post comes just during the election campaign, at a moment when the government needs to present projects and results to citizens.
But the Memorial complex “Adem Jashari” remains an example where political propaganda is moving significantly faster than the project's own realisation.
To date, despite major promises, patriotic statements and public exposure of the project, the government balance for the Memorial Complex “Adem Jashari” remains poor, with many promises, many procedures and still very few tangible jobs.
