The Ministry's Reason Does Not Stand - Summit NATO invited non-member states, Kosovo did not receive invitation

“We are not invited, we are still members” with this reasoning the Kosovo Defence Ministry tried to justify Kosovo's non-participation at the upcoming NATO summit to be held in Turkey.
However, the facts cast doubt on such reasoning.
Although Kosovo is not a NATO member, its absence in this summit cannot be explained only with its status outside the Alliance. Because, except for 32 member states, NATO has invited even some countries that are not part of the Alliance, while Kosovo does not figure out among them.
Summit NATO will be held on 7 July and 8 July in Ankara, Turkey and is expected to gather leaders of member states, as well as representatives of partner states considered important to global security.
According to published information, among the non-member countries invited are:
Ukraine
Japan
South Korea
Australia
New Zealand
Kosovo's lack of Kosovo on this list raises questions about the position and treatment given to the country in relation to the Alliance, especially at a time when Kosovo authorities continue to consider Euro-Atlantic integration as one of the top strategic priorities.
President of the United States Donald Trump is expected to attend the Ankara summit. The meeting takes place at a time when NATO is facing new challenges, prompted by changes in American policy towards allies and requirements for increasing European countries' responsibilities in the field of defence.
The summit's main topics will include defence and prevention planning (deterence), defence spending targets and burden sharing among allies, further support for Ukraine, including delivery of equipment, financing mechanisms and long-term strengthening of resistance, as well as the Alliance's future direction.
This will be the 36th summit NATO and the second organised by Turkey, following the 2004 one in Istanbul.
