File to 21 accused of the Recak massacre: Cruel murders, inhuman treatment, and deportation of some 20 thousand civilians

The Special Prosecutor of the Republic of Kosovo on December 30th 2025 has filed an indictment, with proposals for trial in absentia, against 21 persons charged with criminal activity “wage the war against the civilian population”, namely the Recak massacre. They are charged with killing 42 civilians on January 15, 1999. The Act describes the cruel killings, inhuman treatment, deportations, and destruction of civilian property.

According to the indictment provided by the “Justice bet“, charged in this case are: Obrad Stevanoviq, Radomir Markovik, Krsman Jelic, Goran Radosavljevic, Zivko Trajkoviq, Bogoljub Janqevic, Milan Leciq, Radomir Mitic, Dragan Gjorgovic, Branko Mladenovic, Dragan Jasovic, Momcilo Sparavalo, Darko Amnovoq, Sbljub Vujnq, Bozidar Marinkovic, Zoran Stanojeovac, Milan Josanovac, Goran Petovac, Dragdovac, Dragdojac, Dragdomir Shiko, Shimir Aqmir Janqqi and Zviqiqi and Zviqiqiri.

The indictment reportedly states that in the period 1998-1999, during wartime in Kosovo, in the village of Recak, the Forum Community, deliberately, in co-ordination and individually and in command responsibility, as members of the former Yugoslavia Army Brigade “243 Mechanised”, the IIIth Army called Pristina “, and as members of the Ministry of Internal Affairs <x0: Special Police Units Known as “PJP”, Special Antiterrosites Units known as “SY”, State Security Division Units known as “RDB”, Public Security Division Units known as “RJB” and Reserve Units, 21 accused people have seriously violated international law regulations, committing murder, inhumane treatment, destruction of property, mass deportation and ethnic cleansing of the Albanian nationalist population who were not involved in war.

What quality are the accused of committing crimes?


The crimes mentioned above, the indictment says the accused committed in these qualities: Obrad Stevanoviq- chief of the MUP administration and deputy minister in Serbia, Radomir Markovik, deputy minister of MUP, State Security Division (RDB), Krsman Jeliq- Commander of Kosovo's 243 Mchanised Brigade of the III Army of the Pristina Corps, Goran Radossavljevic, known under the nickname <x2Guri <2Guri <3) deputy commander of the General Staff for Special Operations, A Special Commander for Kosovo Trajkov, Special Commander for Anti-terrorists <1), Janikov, chief of police Secretary for Internal Affairs in Serbia, Milan Ferrazy Police Chief of Staff, A Special Commander for Chief of Staff. PJP, Radomir Mitiq- commander of the Police Station in Ferizaj, Dragan Gjovovic- commander of the Police Station in the Shtime, Branko Mladenovic- deputy commander of the Police Station in the Development, Dragan Jasovic-copes and inspectors at the Polio Station in Ferizaj, Momcilo Sparavalo-cope, and inspector at the Feriz police station in Ferjaj, Darko Amanov, police inspector and inspector at Police Station in Police Station Ferjborobobobobobobobobobobobobore and the police station in police station, Serbian Police Officer Dragjmir Ferravy Ferqov and Inspector Officer for Police Officers Beholding Officers Beholding Police Department, Special Officers Beholding Officers Beholding Police Officers Ivan Stanjkorewer, Special Officer and Officers in the Police Department, Special Officers Beholding Police Officer, Special Officer Penic Penic Penic and Officers Beholding Officers.

Indictee Cedomir Akek was charged with war crimes in Kosovo, even with another Special Prosecutor's indictment. In this case, First rate has sentenced him to 15 years in prison.But the subject has become retrial by the Court of Appeals.

Murders

According to the indictment, on January 15, 1999, in the village of Recak of the Shtime municipality, defendants in the quality of members of Serbian police and military forces, deliberately and in co-ordination, participated and contributed to the murder of 42 civilians in the village of Recak.

The indictment says that around 0600 a.m. that day, surrounded the village of Recak, initially promoted from the distance places known as “Pishat”, “Gjetan”, “Chesta” and “Guri of Shum” then with armoured vehicles entered the village and began searching for homes.

In this case, it is said that in the backyard of Rashit Rashi's house, Banush Camer, who is then beheaded, and in the place called “Vrella”, Hakki Metush, Sabri Syla and Arif Metush are killed. Furthermore, it is said that in his backyard, Ahmet Mustaf and his neighbour, Hajriz Jakupi, are killed. And near the house of Zyk Mustafa, they killed Skender Halili and Hanumshahe Mujota.

The incident says the accused continued in the direction of the neighborhood “Beqaj”, and as some civilians were moving towards the mountain, Serbian police came in ambush, which without warning fired on them, killing: Halim Beqiri, Riza Beqiri and Zenel Beqiri, and remain injured: Aziz Beqiri, Zuhra Beqiri and Fetije Beqiri.

In the course of the police and military operation, the accused reportedly entered the sector “Emini”, which was located in the western part of the village, where both civilians were wounded on foot by gun in his yard. Later, at the site called “Cezema” killed civilians Bajram Mehmeti, his daughter- Hanumshahe Mehmet, while the wounded remained Elham Mehmeti, Makfirete Hajrizi, Florije Hajrizi and Hasan Bilali.

The indictment also states that in the rest of the village, from the distance from the house of Ragip Bajram and the war store (as the villagers called it), they shoot guns of different calibres in the direction of the civilian shelter and kill old Nazmi Imer, brutally turning the skull back, as described in the autopsy report.

Afterwards, the indictment says another group of Serb forces went to the home of Sadik Osman and there they found and sheltered about 70 civilian village residents, first separated men from women, then tortured men in the backyard, and after taking a radio-connected order from the leaders of this operation, police took the men out of the courtyard one by one and in the column for one start towards the mountain at <x0dra Bebush”, while police had previously surrounded the alley on two sides waiting for civilians to arrive at the moment when they walk on the front of the convoy, two sides of the armed rifles, starting on several sides to execute 24ths, in a cruel manner.

The indictment reportedly says that from this operation of Serbian police forces, 42 civilians of the two genders, of different ages, of Albanian nationalism, who were not involved in the war were brutally killed.

Torture and Inhuman Treatment to the Civil Population

The indictment reportedly on January 15th 1999, in the village of Recak, defendants in the quality of members of Serbian police and military forces, deliberately and jointly, participated and contributed to the inhuman treatment of about 30 civilians in the village of Recak. As they were executing an operational plan like at the point of the indictment, during house-to-house search, they noticed that at the home of Sadik Osman, at least two places, some 70 residents -- of them about 30 women and children, while at the place called “Ahuri of the livestock” had sheltered over 30 men.

Initially, Serb forces from the distance from Ragip Bajrami's house reportedly fired guns from various calibres in the direction of the country where civilians had been sheltered, killing elderly Naim Imer. Then, surrounded Sadik's house and about 30-40 policemen entered the backyard, all armed, where at gunpoint, they forced all men into the courtyard, while women and children were locked in the basement.

Then, the charge is said to have legitimized the men, laid them to the ground, and began to beat them inhumanally using cods of arms, kicks, wood, chains, and other strong items. Then, the injured heard a communication on the radio of one of the police officers present, and after that communication, Serbian police took the injured and placed them in the column, forcing them to head towards the mountain area known as “The Bebush-8x1> Framework. In this case, some were executed in the manner and form described as being at the point of the indictment.

The Destruction of Civil Population Wealth

The Special Prosecutor's indictment reportedly in time, date and place, as in the point I of the indictment, the Serb military forces -- including the defendants, deliberately and co-ordination -- participated and contributed to the destruction of the civilian population of Recak. Initially, they surrounded the village in three directions from places called “Picts”, “Gjetans” and “Chesta”, and then from distance they promoted themselves with all military vehicles and finally by armoured vehicles entered the village and searched each house. In this case, the sheltered inhabitants were taken out of their homes, and their homes were set on fire, burning them all.

With these actions, they destroyed all the real estate and playful, causing great material damage to the civilian population, as is recorded by the Municipal Development Assembly through decisions of January 20, 2011 and January 31, 2011.

Exile of the Civil Population

The indictment said that Serbian military police forces, with the same date, time and place, attended by defendants, deliberately and jointly, participated and contributed to the expulsion of the civilian population of the village of Recak, who were not involved in the war. Initially, they surrounded the village in three directions, then promoted it with all military vehicles, and then by armoured vehicles entered the village and searched from house to house, where they separated men from women and children -- these forced them out of the village, while the forbidden men were described as higher. So about 20 thousand rural civilians of Recak, Topill, Petrova, Kras, Mullapolz and Dremek had been expelled from their homes.

With these actions, it is charged that in co-ordination they committed the criminal work “wage war against the civilian population” sanctioned with Article 142 concerning Article 22 and 30 of the Criminal Law of the former Socialist Republic of Yugoslavia (RSFJ), as a law in force in the time of the criminal work being carried out, currently seen as “Crime against humanity” sanctioned with Article 143, related to Article 155 and under the 31st Penal Code of the Republic of Kosovo.

The Special Prosecutor of the Republic of Kosovo, based on the Code of Criminal Procedure, has proposed to the Constitutional Court in Pristina keeping judgment in absentia, since defendants are unable to obtain justice organs.

The Foundation Court in Pristina has scheduled the initial session for July 20th, 2026, and the session invitation has already been published on the Court site, where accused of participating in the session, as well as other parties in the procedure. /Periscope
