CNN publishes 14-point deal draft between US and Iran

The agreement between Iran and the US stipulates the terms of the ceasefire between the two bitter rivals, the reopening of the Hormuz Strait, some financial reliefs for Iran and a repeat from Tehran that it will never produce nuclear weapons, according to a draft of the text provided by CNN.
The 14-point memorandum of understanding has not been officially published, but a copy of it has been provided by CNN by an American official. A diplomat who saw him at the G7 summit in France this week has confirmed its contents, as well as two other diplomatic sources familiar with negotiations, Periscopi broadcasts.
Since both the US and Iran are keeping the language of the agreement secret, it remains unclear whether the text of the draft released by CNN will reflect the exact formation of the final document expected to be signed Friday in Switzerland. Technical details are still in conclusion, so the wording may change. A White House spokesman said the text does not reflect the real memorandum.
Under the draft agreement, the US will allow Iran to sell its petrochemical oil and products, while Tehran may have access to a $300 billion development fund if it meets commitments related to its nuclear programme in further negotiations. The document gives no details about Iran's rich uranium fate.
An American official told CNN that the text reflects the digitally signed agreement by President Donald Trump, vice president JD Vance and Iranian Parliament Speaker Mohammad Bagher Ghalibach on Sunday.
American officials, in statements, have downplayed the importance of the memorandum itself, calling it a <x0-document political” that does not reflect the key engagements of Iran's secret negotiations with the US, especially for the future of Tehran's nuclear programme. The White House did not respond to the demand for comment when the draft provided by CNN was presented. The semi-official Iranian agency Tasnim News Agency has named the versions as inaccurate. Earlier, Bloomberg had published the draft version.
The memorandum is expected to be officially signed Friday, opening a 60-day deadline for negotiating the final terms of the agreement.
The following is the complete text:
1 ) The Islamic Republic of Iran and the United States, together with their allies in the current war, announce with the signing of this Memorandum of Understanding an immediate and permanent end to war on all fronts, including Lebanon, and pledge that from now on they will not take hostile action against each other and avoid the threat or use of force. The final agreement will confirm these provisions.
2 The two sides pledge to respect each other's sovereignty and territorial integrity and not interfere with internal affairs.
3 The sides pledge to negotiate and reach a final agreement within a maximum period of 60 days, with a potential for mutual consent.
4 Immediately after the signing of the memorandum, the US removes the naval blockade and prohibits any obstacle to Iran, restoring maritime traffic within 30 days of total capacity. The US also vows to withdraw its forces from surrounding areas within 30 days after the final agreement.
5 Iran will take steps to ensure the resumption of trade ships in the Persian Gulf and Oman Sea within 30 days, taking into account the removal of technical barriers and the neutrality of mines.
6 ) The US, along with regional partners, will create a broad plan for Iran's rehabilitation and economic development, with financing of at least $300 billion.
7 ) The US committed to gradually lift sanctions on Iran, including those of the UN and the International Atomic Energy Agency (IAEA), as well as bilateral and secondary sanctions.
8 Iran reiterates that it will never produce nuclear weapons. Issues on enriched material and nuclear needs will be addressed in the final agreement.
9 until final agreement, parties maintain status quo: Iran holds its nuclear programme, while the US does not impose new sanctions and does not increase military presence in the region.
10 ) The US will issue permission for oil export and Iranian petrochemical products, including banking services, insurance and transportation.
11 ) The US commits to clear Iran's frozen funds and assets and make them fully available for use.
12 A implementation mechanism will be developed to oversee the implementation of the agreement and future commitments.
13 After signing and verifying the implementation of several provisions, the parties will enter negotiations on the final agreement.
14 ) The final agreement will be adopted through a binding UN Security Council resolution.
