The municipalities warn protests: Over 344m euros in losses from collective contracts

The Kosovo Communists Association has warned protests, saying municipalities are facing unaffordable financial burdens from collective contracts and judicial decisions stemming from this contract.
In the reaction made after the Council of Speakers meeting, The AKK said the situation is seriously jeopardising the financial stability of local government and is directly affecting capital investments and services for citizens, Periscopi reports.
The Kosovo Communists' “Association expresses the deep concern and revolt of municipalities over the unaffordable financial burden being caused by collective contracts and judicial decisions stemming from this contract”, it says in response.
According to the AKK, municipalities have urgently sought institutional solutions to the issue, stressing that almost all legal and institutional means have been exhausted to address the problem.
The AKK reportedly has sent the issue of collective contract to the Constitutional Court of Kosovo, but that this court has estimated it is not competent to handle the case.
In addition, according to the AKK, over 26 municipalities have initiated judicial procedures in the Constitutional Courts, while the subjects were later delivered to the Commercial Court, without yet having a concrete solution.
The association said dozens of meetings have been held with the highest institutional level in the country, including Prime Minister Albin Kurti, Finance Minister Hekuran Murati, the Parliamentary Commission for Education, former chairman of the Parliamentary Commission for Budget and Finance, as well as the former head of the Kosovo Assembly.
“against all these efforts, up to this day no concrete solution has been offered for municipalities”, said further in response.
The AKK said that even at the latest meeting of the Grant Commission, the demands and concerns of municipalities have not been taken into account by the central level.
According to data presented by the Association, in the 2022\2026 period alone, more than 344m euros have been taken through judicial decisions and completions, while in the first four months of 2026 over 55m euros.
“These vehicles are removed directly from capital investments, local infrastructure and services for citizens”, said in response.
In the face of this situation, the Council of Mayors has estimated that if central institutions continue not to offer concrete solutions, the protest remains the only democratic and institutional form for the protection of the interest of municipalities and citizens.
The AKK has called for urgent institutional and political intervention to solve the problem, create a compensatory mechanism for municipalities, preventing further damage to municipal budgets, and correct treatment for local government.
