Shala in an interview for Online Economy says the overall situation at the company continues to remain heavy, and for that he blamed the power and management level.
Speaking of the causes of successive strikes and the current situation in recent months, Shala highlighted deep structural and managerial problems in the company.
The situation at the company "Trepca" is not good, or too heavy in the sense of both law and economic sense. Law understanding, because there is no more legal movement there on the issue of improving the legal aspect of the company, and nothing has been moved by the state to extract norms from the Trepca Law, as well as other steps as administrative guidelines that regulate and improve Trepca's work and function. There is no action there that 20% of the workers' shares have been legalised, clarified and appreciated, because by law, Shrapcha is a stock society and 20% are part of the workers' shares, and in no case enjoy them”, he said.
MEP Shala stressed that the lack of capital investments and the decline of production in Trepca have exacerbated the economic situation of the commitment.
The other aspect is that in Trepca there are no capital investments, there is practically no capital investment in improving explosive technology. And where there is no adequate, new technology, it means there's no production, and data shows that production has never dropped to minimum. The decline in production has made the company's economic situation difficult, and in this case, workers' conditions have been greatly difficult. When we add to this the poor management approach, that teams have been changed several times within five years (both boards and executive directors), we have, as it were, a time where experiments are being done with managerial levels”, the MP says.
According to him, all these problems are being reflected directly on workers, who face constant risks and uncertainty.
All these irregularities and shoulders violations are holding some of the miners, who even work, and are not paid enough, but, above all, exposed to the dangers of protection and safety at work, and are exposed to political pressures. Given that there's already data and you see it in the media that almost permanently, the only information we have is getting rid of a worker, or hurting workers, and so on. And these actions have all made it difficult for the general, even the social situation of the miners”, he added.
Speaking of political influences in the company, Shala stressed that interventions have been continuing and with consequences for its functioning.
The ruling party manages with the company "Trepcha." The Ministry of Economic Development and the Public Enterprise Management Unit near this ministry is the direct line or direct legal hierarchy and management of the company. In this case, we've had completely political cadrovic deployment, and these political frameworks unprepared for the mining industry, unprepared to manage and lead, have acted politically, and politically the mines have failed to result in positive results. In this case, I'm saying, political pressure, especially on the management, professional, engineering and mine workers, has been enormous in the past”, potential Shala.
He stressed that there are no positive indications of the company's current state.
No, there's no positive parameter. Unfortunately, no positive parameters are available today, and the workers' salaries are not within reach. So, in essence, there's tens of millions of euros for prosperity that are operating dynamically, and on the other hand, all they've accomplished is part of government subsidies. So, from another point, “Trepca” is being maintained by citizens' taxes, while the state has now received no cent from a mining economic company, which should actually bring financial tools”, says Shala.
MP Shala added that in addition to salaries, there are problems with other workers' rights and job security.
Unfortunately, part of the workers have not received the other parts they belong to. Now there are big problems with the issue of irregular education and many other things, but their security has been really questionable. Now I don't know what they've done in the last minute, but in the general situation, Shrepca is economically unrestabilly, it doesn't produce, it can't fulfill obligations. The maximum is fixed expenses to maintain a portion of them, but it is an extremely delicate situation. The production lines have fallen to minimum, new investments do not, and when the production scans, export scans, inflows. So it's a mismanagement that someone would need to account for, for all this situation and for the millions of losses being created with this company”, he stressed.
As far as wages are concerned, he confirmed that delays have been continuous and with consequences for workers.
“Yes, there have been permanent delays in wages, for months have been delayed. There have been and yet there are, meaning that part of the Trust is not paid to workers, no health insurance is paid in certain departments or units. So in this relationship, that means the damage has been permanent and it's permanent. The only thing that has been (constant) is the establishment of political structures and party and political employment”, he underscores.
Speaking of the need for investment, he stressed that “Trepca” has the potential to return to global metal markets, but professional management and financial support are required.
Now, with this global economic situation, Shrepcha would have to be ready for powerful production lines, because markets are looking for the first material that has already taken place, or they're also looking for the final evental product if we could finalize the products. So the metal market is in crisis because of the wars in Ukraine and Iran, but we are not at any close level to meet these global market demands with the products and resources that we have.
This job wants a real management, a real government policy, a fund for emergency recovery, but, above all, a professional management team is needed. All these funds and all the planning we should have, had a professional rather than political implementation team in hand. Then it would be a different situation anyway. We are losing many chances of returning to the global metal markets, precisely because of the lack of good management and adequate disregard for the laws we today have in the general industry”, Shala said.
