Opposition MPs refused to have these two bills involved in accelerated procedure, despite the insistence of parliamentary majority.
These bills also fuelled controversy and confrontation between Economy Minister Artane Rizvanolli and PDK deputies.
MP PDK, Ferat Shala, said it is unacceptable for these bills to be considered in accelerated procedure.
He listed a string, as he said, irregularities that are seen in these bills.
The “E has after this possibility that six years to do, but has not taken a step, since it has been interested in import. The government in its recent institutional days says come to reform, without reading the law, without reading the strategy, without seeing basic laws and the goal and purpose of this initiative. Quick procedure says the regulator shut down... There is no place in the European globe more flagrant interventions than this government does with these draft laws it has written for”, he said.
Against the form of adopting these bills, LDK Parliamentary Group chief Jehona Lusak said.
“We absolutely object to such a way of imposing laws in regular sessions, outside of” procedures, she said.
The criticism also addressed the head of the AAK Parliamentary Group, Besnik Tahiri.
The “is a wrong request which once again tries to introduce laws in the treatment without deep consultation, given substantial changes to the law”, Tahiri said.
However, Parliament Speaker Albulen Haxhiu said it is impossible not to question and vote MPs' motion.
According to her, MPs then decide by their vote whether they accept this avoidance of procedure or not.
“Deputates decide by vote whether a request is accepted. It is abuse of authority if I forbid parliamentary groups to make such proposals. Today it is LVV, tomorrow you can be”, she added.
The word was later received by Economy Minister Artane Rizvanolli, who reasoned on the need to adopt laws, as Kosovo said it lost ninem euros from the EU Growth Plan.
She also responded to criticism of laws from MP PDK, Ferat Shala.
The first “, you laws before you increase competition in the market, protect consumers in the market and regulate the clear package of the EU, the obligation we received at the end of 2022, and by the end of 2017 we have had the deadline to adopt these laws... The laws you have today passed public consultations more than 15-16 months ago and had enough time to analyze and everyone saw them. These two laws are conditional on the benefits of the growth plan. We've got nine million euros to lose if these aren't approved too fast. This is not enough to be the end of June. This law brings about visible improvements, which are from the experiences of crisis management and progress of the legal framework coming from EU directives. We are now in a situation when the Iran War is making it worse and increases the uncertainty in the energy sector and you are consciously making it difficult for us to manage the eventual crisis that could come in the months and over the next year. It is unfair and false to say that these laws are harmful”, she declared.
Then the deputy Shala wanted the word again, but she did not give the word to Parliament Speaker Albulen Haxhiu.
“Read the House Rules and see who is responsible for giving word in the Assembly. Sit down”, she stressed.
This situation was overcome only after a few minutes of discussion and then the chairman of The PDK, MP Bedri Hamza, asked Hadziu not to practice this form of the session leadership.
He also had words for energy sector bills.
Don't practice it if you know an MP has his right under the regulation since his name. She mentioned the name to Mrs. Minister, and referred to Mr. Ferat Shala. But don't get used to it because we don't have the best work we can do. That's not reasonable. Minister, Kosovo may lose the money, but you are guilty. You haven't processed the law in time”, he said. /Periscope
