That's why Murati himself reacted, saying first that the divided video is part of his statement.
In his post, the minister has said his statement is valid for the situation in which, after three rounds of voting have taken place.
Murati, too, has in his post shared a form of decree on what he would look like if the terms to distribute the Parliament had been met.

Advisers from President Osmani's cabinet have distributed a split part of my statement made on December 25th of last year as arguments supporting the Parliament's distribution decree.
As honored as I am that my statement was taken as a legal reference by the President's cabinet, I have yet to explain that my statement applies to the situation where, after three rounds of voting were held and no candidate has received 61 votes, the Assembly is distributed and went to the polls, according to Article 86 (6) of the Constitution.
But the decree issued yesterday was taken, not on the basis of Article 86 (6), but on the basis of Article 82 (1.3).
And Article 82 (1.3) gives 60 days since the launch of the presidential election process, before the Parliament is distributed. So that the decree might stand, IT WOULD not have been taken on the second day, but until after 60 days had been consumed, as the Constitution defines.
Thus, the decree is in violation of the Constitution.
SP. This is what the decree would look like if conditions had been met to be distributed yesterday, as I declared on December 25 (but we are not in that situation)
