The recommendations, as the CEC reports, have come after local elections and early elections were analysed for the Kosovo Assembly. The CEC says there is also a need for legal intervention in the Law on Financing Political Subjects.
As the CEC's recommendation is revising the electoral system “in order to reduce and harmonise the number of preferential votes between the Kosovo Assembly elections and the Municipal Framework Framework>.
“Reviewing deadlines for submitting and reviewing complaints at PZAP and the Supreme Court; opening the way for changes in the duration of the deadline for organising early elections from 45 to 60 days; clarifying the legal provisions for the assistance vote; changing deadlines for withdrawal of packaged remittances by balloting outside Kosovo, etc. ” is among the CEC's recommendations.
The recommendations include digital counting of balloting and electronic identification of voters.
After the challenges recorded during early elections for the Kosovo Assembly 2025, especially those related to recounting and extending the counting process, have deemed necessary implementation of the project for the digital count of balloting through scanning. This project will initially be piloted to a limited level, aimed at testing its functionality and efficiency. For the implementation of the digital number, action is expected within six months to be taken” said in the CEC communiqué.
For the 2812.2025 elections, dozens of commissioners were arrested under suspicion that they manipulated the votes of candidates for MPs. The CEC had observed manipulations after watching cameras in the Municipal Counting Centers.
