April 15, Periscop published an article about Venera Cerkin's advancement in the “General Secretary”. This was a promotion of the latter, as the same exercised this position as “U. D/place” since September 2023.

In Perscope researchIt turns out this Cerkin transfer was made by not respecting legal procedures, even misinterpreting it. Law No.08/L-197 for Public Officials Article 65.
Periscope has sent questions to the MBPZHR asking whether the internal competition was opened before Mrs. Cerkini in this position or how its transfer has been made to the “General Secretary”.
The same have responded by referring precisely to Law No.08/ L-197 for Public Officials Article 65.
“About Mrs. Cerkini, from the position of Executive Director at AZHB to that of the UKPZR Secretary General, is giving you a summary of the legal procedures involved in this process, which have been confirmed and consulted with the Ministry of Internal Affairs (MBP), the institution responsible for implementing the Law for Public Officials and Sublegal Acts for civil service in Kosovo.
Law No. 08/L-197 for public officials (LZP), at Article 65, has defined the procedure of permanent transfer for the institution's interest. Paragraph 1 of this article stipulates that “civil servants can be transferred to the institution's interest permanently instead of working for the exercise of the same or different functions in the same category of civilian service. For cases where the civil servant is low, medium or high level management, the transfer according to this article is made for the remaining term of the mandate he is appointed for.” Thus, this express paragraph also defines the possibility of a permanent transfer for the interest of both the institution and the senior executive officials.
Paragraph 5 of LZP Article 66 and Article 5th Article 11 of Rule (QRK) No. 02/2024 for the transfer of Civil Officers, stipulates that the transfer of civil servants to another civil service institution is in accordance with the officer's consent and agreement among institutions. In the concrete case, as the transfer is made by entities within the same institution -- by the Agency to the Ministry -- and as it comes to the senior presiding officer, who in case of transfers of other categories would issue the transfer decision, The DMZP has recommended that transfer be made under the institution's title decision in this case of the MBPZHR minister, taking into account the minister's position as direct overseer of senior governing category officials, as is determined with Article 4 paragraph 1.8.1. of LZP”, Says the MBPZHR response to Periscope.
However, by the MBPZHR nowhere mention point 7 of this law where it says;
“7. The government under law, with the ministry's proposal responsible for public administration adopts rules for the implementation of this Article”, which means that the ministry must initially make a proposal to the Government to adopt this decision.
That's not what happened. The Government itself testifies to this that the appointment of Venera Cerkin to the <x0) General Secretary” does not know.

How was it taught that the government is unaware of Peci's decision to appoint Vjosa Osman's Kazakh head of the entire administration?
Periscope has secured a government decision yesterday to establish a Commission for Acceptability for the High Steering Catherine for the position of Secretary General of the Ministry of Foreign Affairs and Diasporas.

Venera Cerkini had originally worked as Director of the Legal Department at the Ministry of Management of Local Power.

She was appointed to the manager's position at the Directorate for Direct Payment at the Agriculture Development Agency ( AZHB). In the British assessment, it is seen that the two candidates who could be named in this position, who had scored over 70% of the scores, were Menderes Ibra and Muzafer Luma.
