During the Special Prosecutor's investigation into the Zvecan Bay attack, justice bodies had authorised investigative officers to request data from the company's Central Labour Inspectorate “RAD d.o.o”, which was controlled by Milan Radojicic, but the Inspectorate's co-operation with the Kosovo Police had opposed chief inspector named by Albin Kurti, Hekuran Nikci.
In e-mails that have exclusively provided Albanian Post, it is understood how Nikci had initially been accounting for why the institution collaborated with investigative police officers and then threatened the chief of the Mitrovica Labour Inspectorate that he would give poor marks in assessments for the year 2024 (references that could lead to his departure).
All this after he had authorised the delivery of documents police asked him to investigate the company's financial lines through which Radojicic won tenders from the Kosovo government, Serbia, and also from the European Union and then delivered money to finance his group's terrorist activity.
Even in the indictment published in the Banja case, it is said that “Special Prosecutor, has submitted to the Constitutional Court in Pristina/Department Special/Pagement Court of Pre-Procedure Procedure, Request for Special Investigative Mass Equipment of Financial Data against defendants Radule Stevic in quality of the criminal person responsible RAD D.O.O. and legal person RAD D.O.O. owner Radule Stevic”.
To expand the investigation, investigators would need data on this company from the Central Labour Inspectorate. They would search for them and the relevant inspectors would be delivered.
But, on July 24th, at 6:16 a.m., Nikci is accountable to Chief of Labour Inspectorate in the Mitrovica region, Nexhat Fazliu, for this inter-institutional co-operation.
“I ask you to inform me that you have given access to requested documents?”, ask Nikci.

On the same day, Fazliu responds to Nikci, clarifying that this is a regular procedure of co-operation of Kosovo institutions.
He even reports that whatever followed the police, he's been notified through e-mail association.
“Honored Nikci, I inform you that the officers who requested the documentation in question were authorized by the State Attorney and that I have followed the police request to Inspector Vehbi Malaj and the inspector has forwarded the required documentation through the official email to the police in question.”, explains Fazliu in the electronic message Albanian Post has provided from the justice organs in Kosovo.
He reminds Nikci that everything is done according to the rules and “Even you've been notified on email, keeping you in the CC”.

But Nikchi, with an unintelligible insistence on the next message, complains again that he should not have cooperated with law - enforcement agencies.
“No matter who the request comes, you must inform the superior at the request, in this case me”, Nikci says.
He keeps complaining and writing to Fazliu that “Every official document within the institution to get out of it in another institution follows a procedure”, not making clear what procedure has been violated in this common co-operation between the Central Labour Inspectorate and the Kosovo Police and Prosecutor's Office.
Finally, Nikci makes his reproof concrete, writing to Fazliu that “this action, or your inaction, despite my demands will be included with a disapproving note along your performance assessment for this year, 2024”.

Surprised with this request and assessment of the Chief Inspector, Fazliu sends an e-mail with additional clarification to his superior.
For your announcement, request for information requested by the Economic Crimes in Pristina regarding the legal subject RAD, a special prosecutor's authorisation of the Republic of Kosovo's authorisation contract PPS.75/2023”.
Inspector Fazliu also makes clear to the inspector that “The information has not come out of the institution, because Special Prosecution and Police are institutions of the Republic of Kosovo, and we are obliged to co-operate and coordinate actions, and every request we need to respond to”.
Fazliu urges Nikci not to make such pressures, because otherwise he will need “to address special prosecution and police”.
He reiterated that they have simply collaborated with police “Conform Special Prosecution Permissions by keeping you informed in official email” and that only “you have sent requested documents”.

In the following e-mail, Nikci threatens Fazliu that could “against himtake action”.
Albanian Post contacted Iron Nikch. The same has initially wanted a private meeting, as “saidExplain the situation”.
By letting him know that the clarification must be made before the camera and the public, after the student Nikci insisted.
But then the same one has refused to perform the interview as it originally agreed.
“I told you Monday, it's past Monday now and I'm very busy and I can't answer it anymore.”, that was Nikchi's answer.
