KPM has announced about KALLXO.com that fined companies that are working the Pristina route are Pro&C Group, HINA2 Group, comBAger-150, Bager/Pristina, Kosovo Aslfat) and CHABeni-com.

The minister said he doesn't know there's any legal key in procurement procedures, which prohibit companies from winning the contract, if they were pre-priced.

I don't know if there's any legal criteria that determine whether they should not be fined. Maybe there is, maybe I don't know the rules of procurement. But I don't know, I don't think there are any rules of procurement that they should not be fined. It's the origin of the gravel. I need to get a little bit more interested.

According to data provided by the Independent Commission for Mining and Minerals (KPMM), companies {Bageri-150, 'Bageri's' and Kosovo Asfaltão, who are owned by Bujar Shaban and his family, Deputy Prime Minister Hysen Durmishi, have been fined a total of three times over the years.

Bager-1H was fined on November 26, 2020 for illegal use of sandoria. The value of the fine has been 5 grand of 866 euros.

KA LLXO.com contacted the company "Bageri" via email, but the same haven't responded to publication. Also, KALLXO.com's interest has not been answered by the owner's son, Valdrin Shaban.

The next company to have been fined is Pro&Co Group on September 24, 2020, at 6 thousand and 629 euros.

In a response to KALLXO.com, from this company have said the fine was paid, even though it was rejected, with the claim that the machines were not theirs, but of another company.

While currently the company has indicated that for the Pristina road, the material is being taken from the quarries which are licensed by the KPM and accepted by the ministry's laboratory.

In a response to KALLXO.com, the company has said the fine has been mandated and administrative and, as such, paid.

We as a company never since the beginning of the event until today have had any ban or any criminal cases in charge that prohibit our activity. Our company is a company operating on the territory of the Republic of Kosovo and therefore subjects to all the taxes and legal obligations that our state has, so because of the activity we have, we are often fined by various state organs for our activity, but we always have to stress that the fines are mandated and administrative, which always pay the carbon-line” { in the company's response to the company KALLXO.com.

The Ben-Com company had received two fines pronounced by the KPM. One in 2012 at 2 thousand and 413 euros, and the other in 2015, worth 6 thousand and 862 euros.

The Independent Commission for Mining and Mineral (KPMM) has indicated that out of 11 companies that are performing works on Pristina Street ʹ Podujevo, 5 of them do not have fines pronounced earlier, while 6 have fines.

In July of this year, KALLXO.com has published research on how the Ministry of Infrastructure has signed contracts for the tender for the Pristina road, Pristina, having an active complaint in the Procuration Research Organisation (OSHP), the institution that deals with the complaints of companies applying in public institutions' tenders.

Public Procure Law stipulates that at the moment a company participating in the tender hands out complaints to O The EPS, the tender procedure is blocked and the institution that has opened the tender has no right to continue giving or signing the contract.

The total value of the contracts is 35m euros, while one LOT of this tender, worth over 8m euros, has been won by the company '%Bagerı, whose deputy prime minister, Hysen Durmish, has admitted to having him as his friend.
