After the meeting ended, Kosovo's chief negotiator, Besnik Bislimi, in a statement to the media, has said no results had to be expected.
I don't think results were even supposed to be expected today. It's the beginning of discussions so that we know where we are with the process and where we want to go, but it's not like we've expected today to complete any of the” processes, he said.
Asked what has been discussed, Bislim stressed that the issue of implementing the basic agreement on February 27th was the topic of negotiations, while adding that the situation in the north has not been discussed at all.
Over the implementation sequence, Deputy Prime Minister Bislimi responded that there are differences between the parties.
There's a difference between what we say as a party of subjects and between what we agreed on. It is clear that none of the articles can condition the next article and all articles will be implemented independently and also said that the parties cannot block the implementation of any particular article. This is guidance for us, and that which is agreed upon. I don't believe there's a willingness from the EU to escape a document they themselves brought and have on their website, Bislim said.
Kosovo's chief negotiator further added that from the Serbian side it is said that it does not care about the Constitution of Kosovo, nor does Moghrini's letter, but only the implementation of association they received from Isa Mustafa in 2015.
“From the Serbian side is said today that they don't care about the Constitution of Kosovo, they don't even care about Mogher's letter, they only care about what they got from Isa Mustafa in 2015 and Petkovic and read to him what they got from Mustafa in 2015, said that's how we love association. )
On the upcoming meetings and follow-up of the process, Deputy Prime Minister Bislimi said it is not known how it will move away.
I think the Monitor Group cannot meet without agreeing to reference terms. That's also true of the Working Group, or the Joint Committee for Undiscovered Persons. The draft submitted by Lajcak says that the first meeting of the Joint Committee for the implementation of the Convention on Unemployed Persons should be realised within 60 days, meaning no further than the beginning or mid-month of July”.
The May 28th is now no date for us to worry about, because we have a democratic process and it is very normal for this democratic process to be finalised with the act of appointment and taking oath by current heads”.
Bislimi says he has notified the EU of some problems emerging in northern Mitrovica.
“We have informed Lajcak of the problems that have been met unilateralally through several buildings in northern Mitrovica, Zubin Potok, Leposaviq and Zvecan, for which the EU response has been missing. Reasoning has been that they don't have enough information, but I think this will be resolved very soon after sending information from Kosovo because we believe that EULEX is present in Kosovo, it has had to be all this information delivered to Mr. Lajcakão.
I fear that the message being sent is contrary to what you want. As long as we say the inauguration of the mayors can cause tensions, someone can understand this as an invitation to tensions. In a way that if you want to prevent this, you have to create tensions and we think this is very dangerous and unnecessary at this stage”, Deputy Prime Minister Bislimi concluded.
And after Monday's trilateral meeting, the European Union's emissary for Kosovo-Serbia dialogue has also been declared, Miroslav Lajcak.
He through a Twitter post has said he has been discussing ways to implement the February 27th agreement, until he has added that the discussions will continue.
I have been waiting today in Brussels for Kosovo's chief negotiator in dialogue, Besnik Bislimi and Serbia's Petar Petkovic for the next round of talks under the dialogue. We discussed the road ahead to implementing the February 27th agreement and intended to clarify open questions. Discussions will continue”, Lajcak wrote on Twitter.
Meanwhile, Serbia's chief negotiator, Petar Petkovovic, has confirmed that the Serbian side has insisted on forming the Association of Serb majority municipalities in Kosovo, but that, according to him, it is not easy to negotiate with Kosovo.
