According to experts, the lack of budget is making it difficult to operate these ministries and implement their projects, writes Klan Kosova.
IKD researcher Melos Kolshi says that without a dedicated budget, the ministry's work becomes impossible, while budget review remains the key instrument for reshaping funds.
This situation also affects municipalities, which cannot receive financial approval from the Ministry of Finance.
