Albania ranks among the countries that have the highest number of inmates in proportion to the population, according to the latest data published by Eurostat.
In 2021, Albania had 202 prisoners for 100,000 inhabitants, the second in the region after Montenegro (214.7).
The lowest level is Serbia with 166 prisoners for 100,000 people. The data for Northern Macedonia is from 2017, when the index was 122, while Kosovo in 2020 had 143 people locked in for 100,000.
In Albania, the record was reached at 2018, Eurostat data showed, with 217.3 prisoners for 100,000 people.

In Europe, Turkey holds the record, which holds 323 persons for 100,000 people in prisons.
In 2021, there were 475 038 prisoners in the EU, equivalent to 106 prisoners for 100,000 people. The prison rate increased, following a decline in 2020 (104 prisoners for 100,000 people), but remained the second lowest figure since the beginning of the century.
The highest prison rates of 100,000 people in 2021 were in Hungary and Poland (191 each), followed by Slovakia (185).
The lowest rates were in Finland (51), Slovenia (54), and the Netherlands (65).
In 14 of the 26 EU nations that provided their data, the rate of prisoners increased compared to 2020.
Eight EU countries had crowded prisons in 2021
In 2021, eight EU countries had crowded cells in their prisons, while 17 countries had additional capacity. Prison population rates are the number of inmates in relation to the official capacity (designed capacity) of prisons multiplied by 100.
Overcrowding occurs when the net rate exceeds 100, which indicates that there are more prisoners than the structure was designed to hold.
Population rates were observed in Cyprus (146), Romania (116), France (114), Greece and Italy (108 each), Sweden (102), Croatia and Denmark (both 101).
The lowest prison population rates were recorded in Malta (65), Estonia and Latvia (66 each). In 14 of the 25 EU nations, which provided data in 2021, the prison population rate increased compared to 2020, when the decline was made possible by measures linked to COVID-19. / Eurostat
