Escobar: Neither side is implementing the agreement, waiting for Kosovo's version of the Association statute

He participated in the inauguration of Montenegro's new president, but extended time to extend a brief interview for RTK.
RTK: Mr. Escobar, what are your expectations for the agreement between Kosovo and Serbia that is not being implemented now?
Escobar: I have to say that none of them are implementing the agreement, and I have to say that we have to move forward with all the elements involved and specifically the Association of Serb majority municipalities. We are waiting for the Kosovo version of the Association statute, and this must be done now.
RTK: Is that the first step to take?
Escobar: Not all needs to be done, but it is Kosovo's main responsibility to move ahead with the Association of Serb majority municipalities. What we like the United States that is the statute for Association should be done and done as soon as possible. I'm hoping this will be done soon.
RTK: Have you discussed this with Prime Minister Kurti's president Osman?
Escobar: Not with the president yet, the prime minister is in Brussels and has been the main topic of our meeting there.
RTK: Today here (Podgorica v. j) was also the president of Serbia. You've discussed it, why is Serbia doing nothing?
Escobar: I didn't have a chance to talk, but our position is that all points of agreement must be implemented.
RTK: What should Serbia do as a first step?
Escobar: I can say that for Serbia and Kosovo urgent is to refocus in normalisation, to work for the return of Serbs to institutions and to start thinking about how to normalise their relations. That's also the essence of the whole deal. We must start immediately with good will in implementing all its elements.
RTK: How do you see Association?
Escobar: Association is an opportunity for Kosovo to provide municipal services for people of their state who speak Serbian. It is a way to open the door for greater integration of the Serb minority into Kosovo structures. This has always been our attitude. We must understand that they are dual citizens. We want to do it the way it doesn't make a problem with the Constitution.
