Lajcak: You know by heart the decision of the Constitutional Court of Kosovo, he says that association must be established

The EU's special envoy for the Kosovo-Serbia dialogue, Miroslav Lajcak, has spoken of the Franco-German plan and the Association of Serb majority municipalities in Kosovo. He has said that only a few elements have been learned between the parties, and much has yet to be agreed on. Speaking at RTK, Lajcak has said the Franco-German proposal [...]
Speaking at RTK, Lajcak has said the Franco-German proposal is not the end of the road and that it brings good to both sides. He found that the plan would become public with the agreement being reached.
There is much more in this proposal which, of course, cannot be opened at this moment. It will be made public as it is accepted. There are many proposals for both sides, not the end of the road. My mandate says it has to ease the final deal. But this is the maximum you can achieve at this point”, he said.
He has said he would hope for the Association of Serb majority municipalities to speak more in dialogue, rather than in statements outside it.
When it comes to the Association of Serb majority municipalities, there are many statements about it outside dialogue and not in dialogue. I wish this were different. It is a proposal agreed on between Kosovo and Serbia in 2013. But when people representing Kosovo and Serbia and the EU sat down and agreed. Governments change, but the pacts remain. This is point number one. We should not regard him as an enemy or a threat, but an opportunity. The opportunity to bring confidence among Serbs living in Kosovo and Albanians. There are functional European models that can be taken as an example”, Lajcak said.
Push Lajcak said he knows the Constitutional Court's decision about association and that, according to him, it should be established because it is thus said.
The Kosovo Constitutional Court's decision almost comes to mind. It is said to be established and that the government should take into account the tribunal's findings. I think the instruction is very clear. I think Kosovo is multiethnic. I don't think there's a single mono-ethnic municipality. There are Albanians living in northern Kosovo. We don't want to apply models that would exclude people. Kosovo is an equal party in dialogue. Fear not”, Lajcak says.
Lajcak has also said that regarding implementation of association, nothing is agreed on.
There's no deal. There are several elements agreed on. But we are far from where we will know what it will be. I am personally against something that should be tested for the first time and has not been tested at all. I am the keeper of what are called European values and they must be implemented in dialogue”, he concluded.
