US Ambassador to Kosovo Jeffrey Havenier yesterday appeared at a news conference. There he spoke exclusively about the Kosovo dialogue -- Serbia -- and the issue seen as the hot spot of this process, the formation of the Association of Serb majority municipalities, for which a draft statute has already been proposed, which according to the US meets all the criteria they predict. In less than 10 minutes of conference, the ambassador told everything about the Association draft.
He said the final word for this draft should be given to the Constitutional Court of Kosovo, and one of the draft provisions is that it will be analysed by this court.
But according to him, the “s of all hysteria regarding constitutionality are not correct because it has been carefully worked on the map of draft”.
“should be in line with the current Kosovo Constitution. Constitutional changes should not be required. It must be in accordance with the Constitutional Court's decisions. There shouldn't be executive powers. There should be no additional level of power. We believe that this draft, which has been handed over to the Government of Kosovo, meets all these criteria, and we believe it is written in a manner that is in line with the Kosovo Constitution”.
I'm surprised at the number of people who've interpreted a draft-state they haven't seen. It's pretty impressive. At the end of the day, those who have not seen the document have little basis to comment on it”.
Western officials' proposal for the formation of the Association of Serb majority municipalities in Kosovo has been presented to Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq, on 21 October by representatives of the United States (SHBA), the European Union (BE), France, Germany and Italy.
Havenier has even been asked if there are deadlines for implementation of this draft state.
He has said that the European countries' top officials' commitment to this process should be praised, including German Chancellor Olaf Scholz, French President Emmanuel Macron and Italian Prime Minister Giorgia Mellon.
And they use the expressions, as soon as possible, and similar. There is an emergency, there is a demand that things move quickly. The Kosovo government has no reason not to press ahead with this draft. The prime minister has said he is willing to accept it as a whole, weeks ago. We too are working on doing this in the context of our broader strategy. It's not only about association, it's about full implementation of all the obligations Kosovo and Serbia have in the Ohrid Basic Agreement. That's what we'd like to see”, he said among other things, Havenier.
