European diplomacy chief Josep Borrell has finally been declared.
The Spanish diplomat confirmed that the agreement was not reached, saying one side rejected the other's preconditions.
However, he did not show who refused, even though given the Kosovo government's declaration, it is easy to understand.
In his brief speech, Borrell invited the parties to engage in dialogue solutions as the only opportunity for integration on the European road.

And the terrorist actions that we have again condemned that today we have met with Prime Minister Kurti and then with President Vucinq to discuss the situation and to explain that the only way ahead is normalisation through dialogue and that the EU requires normal relations between the two countries and that we have had a major obstacle to forming association in Kosovo and that in order to bring the parties to a deal, we proposed in balanced proposals, European for association and insist on the parties taking this case that would be a big step forward.
