AP: How was the competition for inspectors in MINT set up to employ Vetevendosje militants?

Former mayoral candidates from the Vetevendosje Movement, former municipal assembly candidates from the Vetevendosje Movement, Vetevendosje Movement centre officials and members of the Vetevendosje Movement have been filled with lists of persons who have passed the initial phase and have been invited in the interview to occupy one of the 27 free jobs as inspectors in the announced competition of the Ministry of Industry, Intervention and Trade.

The media had reported since July 20th that MINT through an unusual and groundless reasoning cancelled the internal competition for 27 inspectors.

Allegations were that the contest was canceled as it was being set up by power to deliberately fail as an insider, to open external contests, and thus create the employment opportunity of militants.

That's what happened.

The preliminary list of candidates who will be called to submit to the interview after conducting “successful” the first phase of the written test and from initial media verification a large number of candidates belong to the Vetevendosje Movement.

Flattron Hasani, former Vetevendosje candidate for the Zubin Potok municipality, has been placed on the narrow list.

Hasan has been selected among hundreds of candidates, passing the first phase of the recruit, to undergo the interview.

He would not be able to apply at all if Minister Roseta Hajdari did not for no reason cancel the internal competition.

The minister, in co-operation with Chief Inspector Lebibe Haliti, the sister of Vetevendosje MP Enver Haliti, fails to apply experienced officials and created the opportunity to apply party persons like Hasani.

But he's not the only one.

Albanian Post also found Valentina Alidema, a member of Vetevendosje's leadership, the Year branch, on the list.

Alidema's social Facebook network is the party's window, where numerous party materials are distributed.

On the narrow list is Ardit Xhaferi from the Vetevendosje Centre in Prizren.

Xhaferi, who takes the picture of Albin Kurti on Facebook, is seen in pictures with Vetevendosje MP Arber Rexaj.

Successful in writing tests has also resulted in Freedom Bicuri from Gjakova, part of Mimoza Kusari's party “Alternative”>

Bicuri was a candidate for municipal assembly with Vetevendosje's logo in 2021.

He is now a candidate on the tight list to gain the inspector's position at the ministry headed by Roseta Hajdari.

Another candidate for inspectors in MINT is Adnan Reka.

This too, former seating candidates in the Cachanic Municipal Assembly from Vetevendosje.

Albanian Post has also found many names related to Vetevendosje and the MPs and ministers of this party (still in the phase of full verification).

Of the 114 candidates who have arrived on the narrow list of employment, a vast part of it turns out to be connected to power.

The competition for 27 market inspectors was also distributed by the prime minister and VV chairman Albin Kurti, calling on citizens to apply.

Through a post on his Facebook page, Kurt encouraged young people to apply, but the list of names indicates that the prime minister's call was for members of his party and militants.

“Engagement in the field of inspection carries high responsibility and special contribution to the country, so we encourage all concerned with the qualifications needed to apply”, Kurti wrote on Facebook.

How was the plot?

Vetevendosje Minister Roseta Hajdari, who heads the Ministry of Industry, Intervention and Trade, first announced the internal competition for 27 inspectors, later cancelled with the argument that no one met the criteria.

He did so without legal grounds. Everything was being done to pave the way for the employment of Vetevendosje militants.

On March 1, 2023, the Hajdari Ministry announced the contest. On April 18, he canceled the same year.

Despite many officials applying it, the ministry commission estimated that nobody met the criteria.

The ministry was eventually obliged to follow this route to announce the foreign competition. To implement this action, Roseta Hajdari was helped by the chief inspector of Lebibe Haliti, sister of Vetevendosje MP Enver Haliti.

After failing the internal competition, on July 14, 2023, the ministry opened the foreign competition.

To prove the lawlessness of this Albanian Post competition has spoken to one of the competitors who is part of MINT but has refused to speak by name because of the risk of revenge.

He has indicated that they were first invited for an interview, but on the way, they realized that everything was just a farce on the side of the ministry, because it was getting ready for the competition to be declared foreign.

The MP's “Motra (Lebe Haliti) in co-operation with the minister's cabinet has cancelled the internal competition to pave the way for the foreign competition to recruit militants. Without any legal basis, this competition has been cancelled, and this is very easy to prove by reading the reason for the annulment. How is it that from close to 100 people we've been competing for, no one has met the competition criteria when we're all known to be part of the state administration for many years. There have been applicants who have had experience about 20 years”, one of the competitors said in the competition.

At least only from MINT staff have applied about 30 officials and they have all met the criteria, but on the way we realized that everything is set up and that we are not invited to interview”, this official told the AP.

What is absurd is the claim that none of the candidates have met the conditions for any of the free countries, as long as the internal competition criteria that MINT had set for them.

“Conditions for movement within category and specific requirements: 1. Be civil servant of the same category you apply to. 2. Be a civil worker confirmed in the case of movement within the professional category. 3. May he not have been punished with some degree of discipline that has not yet died out. 4. Be praised for at least two years of evaluation. 5. In the case of movement competition within the professional category, at least well assessed in the last year”, the internal competition criteria are said to have cancelled power.

Under the law, anyone who shares the position of the inspector and has three years of work experience in public administration and has 3 positive assessments from his superior/her superior meets the competition criteria.

This proves that there was no reason for canceling the external competition except for the fact that party people were preparing employment.
