“They planted a bomb while people were in the car and blew up”, said the region's governor, Ali Yette Osman.
The Islamist militant group al-Shabab has said it targeted an armed group linked to the government. Militants linked to Al-Qaeda want to overthrow the central government.
Al-Shabab controls most of southern and central Somalia, but has been able to extend its influence to areas controlled by the government based in the capital, Mogadishu.
Two weeks ago, its fighters attacked a hotel in the capital and killed more than 20 people, reports the BBC, broadcast Klonkosova.tv.
Hiiraan Governor Ali Yeyte Osman said the death toll from Friday's attack could increase amid reports that up to 27 people were killed.
