According to the AKK's announcement, these two ministries will be indicted for signing the Kolektive contracts for education and health without consultation and agreement with municipalities.
“At the Assembly of the Kosovo Commission Association Board held on June 24th, 2022, is set to start procedures to sue the Ministry of Education, Science and Technology and the Health Ministry for signing the Kolektive contracts for education and health without consulting and agreeing with the Comunas until their implementation is being done at the expense of Komunal budgets”, the report said.

At the meeting of the Kosovo Commission Association Board held on June 24th, 2022, is set to launch procedures to sue the Ministry of Education, Science and Technology and the Health Ministry for signing the Kolektive contracts for education and health without consultation and agreement with the municipalities until their implementation is being carried out at the expense of the Communist budgets.
The board reiterated that the Association of Kosovo municipalities is not against the Kolektive contracts, but it is against implementing them in the order to date by taking financial means to municipalities when the signatories are central institutions.
These two contracts have been signed without any preliminary consultation with the municipalities, without assessing the budgetary impact, without agreement with the municipalities and without the knowledge of the municipalities, until their financial obligations have completely fallen over their municipalities and budgets.
The signed contracts say the Government will plan a budget, but that so far it has neither planned nor allocated a budget for the overall implementation of these two contracts.
The Association of Kosovo municipalities through its representatives at the Municipal Grant Commission even this year I request from the Government to plan and split the budget for implementing these contracts, but this time again this request of the AKK has been rejected.
The municipalities, although not signatories of the Kolektive contracts, are obliged to cover the expenses and debts created by the signing of these contracts, creating huge costs to the municipalities, including the costs of court/multiary procedures.
On the other hand, the municipalities are not having budgetary support for paying off these obligations, and as a result of neglecting the government's demands, the National Audition Office in case of drafting audit reports is proving that municipalities are doing malnouncing budgetary spending.
The financial cost of implementing these contracts is unaffordable from municipal budgets.
This practice has affected and is an obstacle to not implementing many capital projects and which projects affect improving citizen life.
Taking on these facts, the Kosovo Communist Association will sue the Ministry of Education, Science, Technology and Innovation and the Ministry of Health through BAPTIZED.
In this case, the Kosovo Association Board authorises AKK Executive Director. Sa'an Ibrahim (Abraham) for further prosecution of this charge.
