In the coming weeks, Denmark could ratify the agreement with Kosovo for the transfer of 300 citizens of a third state to complete the sentence in a Kosovo prison, more than 2,000 kilometers away. In a communiqué published today, anti-torture leadership organisations call on Denmark and Kosovo to withdraw from the agreement, which raises serious concerns about the rights of persons deprived of freedom and violates obligations made by Denmark under international human rights law”, the OMTC communiqué says.
This call has also been joined by IRCT and “Antigone”, saying that if the agreement is adopted then it is a violation of European and UN regulations.
“The World Organization against Torture (OMCT), the European Prison Observatory, the International Security Council for Torture Victims (IRCT) and Antigone consider this agreement a clear violation of European and UN prison regulations. If ratified, the agreement would not meet international standards regarding the rights and treatment of persons deprived of freedom, including non-discretion; the right to family life; access to an elected lawyer; and the obligation to prevent, investigate, sanction, sanction and repair torture and other mistreatment” is said further in the communiqué.
