As far as March is concerned, the financial cost is expected to be markedly higher than the previous months. The total financial cost for the northern part of Kosovo for 2021 was about 41m euros.

The company's spokeswoman, Zana Bajrami-Rama, says of KosovoPress, that as a consequence of the unresolved situation in the northern part of Kosovo, as well as of the party's untainted obligations, the COST's financial situation is extremely heavy.

While stressing that there is no longer a budget for covering the losses of the north from the used electricity, but not paid for in the goose parts of the country.

“In the absence of a budget for covering the losses of the north from energy exploited but not paid in the northern part of Kosovo, currently for covering this consumption, electricity is drawn into the form of deviations from the Electronic System of Continental Europe. These deviations are contrary to the COST-locking agreement. ENTSO-E and however present additional financial obligations to COSTT as an independent regulatory zone. As a result of the unresolved situation in the northern part of Kosovo, as well as the third-party obligations to Koon STT, COST's financial situation is extremely heavy. For all deviations caused against the European intercontroversial system, both the north and the third-party deviations of the parties are met with Koo STT as a contracting party with NTSO-E”, she says in a written response to Kosova Preress.

In addition, Rama has told of the serious financial situation in COST and the amount of resources this company has paid in 2021 and in the first months of this year for the north current.

“The total financial cost for the northern part of Kosovo for 2021 is about 41m euros. The cost for January 2022 is close to 8m euros, meanwhile for February 2022, is over 5m euros. As for the month of March, accurate data still cannot be provided, but the financial cost for March is expected to be significantly higher. As a result of the unresolved situation in the northern part of Kosovo, as well as the third-party obligations to Koon STT, COST's financial situation is extremely heavy. So far Koo STT has managed the situation to ensure the company's daily operating”, she says.

Also, COSTT has requested from the Energy Regulatory Office that urgently remove from its license for Transmission System Operator, the obligation to cover losses in Kosovo's four northern municipalities, or to find another mechanism of coverage of this cost.

This company has asked relevant institutions to urgently address the electricity supply situation in the northern part of Kosovo, as well as the parties locked in the transmission system, which have not carried out financial obligations to COST to pay off these obligations.

For the serious financial situation at COST, the Office of the Prime Minister and the Ministry of Economy have not responded to Kosova Prees.

The opposition, on the other hand, criticises the government and the ruling party for creating a situation in COST, following parliamentary recommendation for paying the current in the north.

Chairman of the Commission for Economics, Industry, Interventor and Trade from the Democratic Party of Kosovo Ferat Shala has said of KosovoPress that the COST company is ahead of bankruptcy, meanwhile, blamed the government for not taking any action.

“We have raised our concerns on the official line because of the serious financial situation that COST has and because of the illegal payments the government and parliament have imposed on specific resolutions to pay for the part in the north. In recent months alone, there are over 13m euros, for January and February, and COST today is ahead of default. The government has made no concrete action in this direction. It's really disturbing. One of the points we've asked for the parliamentary commission to be formed has been this very concern of the COST company and of the judicial action that has taken place for COST and around... even in the resolution there has been a deadline, the government has accepted the resolution of the assembly, has passed every possible legal term for this phenomenon to be interrupted, but unfortunately the government's responsibility in this relationship is non-negotiable, and COST is heading towards bankruptcy<1>, says Shala.

Alliance for the Future of Kosovo MP, Pal Lekaj points out that for the COSTT budget collapse, the government and the largest parliamentary group Vetevendosje are responsible.

“COMM STT is in front of a budget collapse, while we have warned on time. Even though it is a decision by the Kosovo Parliament that has been for months and we have also received a letter from COST to be careful, because they no longer have budgetary opportunities to pay for the flow that citizens in northern Kosovo spend and do not pay. We've said at the beginning, that it's unfair to other citizens, that payment be made in this way and that we've asked that an urgent solution be made to fix this issue... We insist that this issue be resolved urgently. The government is almost silent. Therefore, surely, it is wrong to be loaded with a time of responsibility. STT to pay off debts. We as opposition will insist that this burden meets with the government or become a political solution”, he stresses.

On May 6th, 2021, with 61 votes in favour, without the presence of opposition deputies, Kosovo's Assembly had approved the Commission's recommendations for Economy regarding the KO Company's request. STT to secure 11m euros for covering losses in the northern part of Kosovo. Among the recommendations was that the Government of Kosovo was obliged to find solutions within the six-month term to extend the billing system to northern municipalities.
