DAS confirmed that Albania will be co-chairman on the Ukraine issue with the US. The mandate as a non-permanent member of the Security Council began in January, as it deployed into high-ranking leadership roles with one of the three permanent members. From the first time the non-permanent member of the UN Security Council, Albania marks another achievement in the field of international security in just a few months.
A few days earlier, the US State Department confirmed that Albania would be co-continent with the US on the Ukrainian issue.
With this role at the United Nations leadership table, Albania assumes a huge responsibility, with high dignity in the field of international relations and climbs a new scale in its increasingly close partnership with the US”, Prime Minister Rama stressed. He has found that the creation of this US-Albania double in the Security Council to host the Ukraine issue has been undertaken to ensure an active and consistent commitment to concrete initiatives that the two states, which are already close partners in this process, will undertake, something that clearly confirms a certain position of our country.
The head of the Albanian government left for Washington, attended by the UN Security Council meeting.
On a four-day visit to Washington on February 15th, Rama will have a meeting with US Secretary of State Anthony Blinken after DAS made the decision that Albania will be co-containing the Ukraine issue to the UN Security Council.
This is the second meeting to be held between Rama and Blinken, after June 13th 2021 in Brussels, where the US and Albania signed the 4G and 5G security memorandum. Two days later, the UN General Assembly chose Albania as a non-permanent member of the UN Security Council.
This marked the country's first selection in the post, after 65 years of membership in the United Nations.
The Security Council, a UN body of powerful competencies, consists of 15 members, 5 of them permanent, the US, the United Kingdom, France, Russia and China that have the right to veto, as well as 10 non-permanent members, with a two-year mandate. Albania, Brazil, Gabon, Ghana and the United Arab Emirates were in the race, without competitors from the respective regions for the 5 countries. To be elected, each had to secure two-thirds of the UN member states' votes. Albania received 175 votes. Albania is the only country that has never been a member of the Security Council. The mandate of the new members began on 1 January 2022 and will serve until December 31st, 2023. The other five nations in the group of 10 non-permanent members are India, Ireland, Kenya, Mexico, and Norway.
Our active Role shows that we are known the right and potential to make an extra contribution to this issue. We're not in the box, but this is about creating a partnership with a double that will engage the Security Council on this subject and not alone. We have our plan in this part, we share our ideas with partners and we will be able to play a role in these two years using the weight of the brand that gives this mating to the other partner, the US”, Rama has expressed. American Ambassador Yuri Kim has praised Albania's leadership of the UN Security Council as co-partisan with the US on the Ukraine issue.
Russia's “Aggression not only threatens Ukraine and Europe, but the international order for which the UN Security Council is tasked with preserving”, the ambassador wrote a few days ago.
After facing the US and Russia in January, after it gathered troops on the Ukrainian border, Russia will hold the presidency of the Security Council for February.
What is the maintenance system and how important is this role that Albania will share with the United States?
The three permanent members -- France, Britain and the United States, also known as P3 -- carry on continuing leadership roles on many of the specific andmatic issues on the Council's agenda. The practice is labelled as “Pestinence System”, but the role of a peter goes beyond drafting the Council's results and includes, with rare exceptions, initiative enterprise in all of the Council's activities as far as the situation is concerned, such as holding emergency meetings, organising open debates and directing visiting missions.
When “holds pan” a member often decides which section the Council should take, then drafts a final document negotiating with other permanent members before sharing the text with elected members.
The maintenance system also provides a way to empower the influence of elected members in ways promotes respect for the rule of international law.
Foreign Minister Olta Jacka meant that Albania takes a first-hand role in security issues through co-versation with the US on the Ukraine issue. The first project will be drafted by the two countries and later shared with others. Co-harators are the first to address the issue in question at Security Council meetings.
This position, given to Albania as a co-enesis by the US, increases the prime minister, reputation and dignity of the country in the international arena, in the midst of one of the hottest issues in the field of security, with Russia threatening a new conflict in Ukraine.
