President Zelenskly called for the country's flags to be waved at state buildings and other countries, and for the national anthem to be played nationwide at 10:00am Wednesday morning.

The presidential decree says that emergency “measures are to consolidate Ukrainian society” and are deliberately required to strengthen the consolidation and sustainability of Ukrainian society in the face of increased hybrid threats, information and propaganda, moral and psychological pressure on the public conscience”.
