Montenegrin NGO: Since August, Abazovic's government has granted 296 new citizenship, most of them Russians

The Centre for Citizen Education (COG) from Podgorica expressed concern about the extent of the separation of so-called honourary citizenship from the government and Dritan Abazovic in the technical mandate, especially given that, contrary to European Commission recommendations, the largest number of these citizenships are linked to the controversial Economic Staff Programme. The latest data COG received from the Interior Ministry, in line with the Free Access Law in Information, shows that this Government has granted 296 new citizenship from August 31st to November 8th, 2022, out of which 292 have been proposed by the prime minister, and four with proposals by Montenegro's president.
For five citizenships in decisions, state interest has not been defined, while for another 287 it has been explained to have been granted in line with the Economic Staff Programme.
The largest number of citizens in this period are from Russia (110), followed by China (67) and the US (24), according to the CGE.
With this break, the number of citizenships granted on this base of discourse increased to 1072. From this number, 682 citizenships have been granted in the period from the government's shift -- from December 28, 2020 to November 8, 2022 -- with 363 during Dritan Abazovic Government's mandate, and the largest number since the government's distrust.
More precisely, 61 citizenship during Abazovic's full mandate, and 302 citizenship, or over 80 percent, after August 19th, 2022 and loss of confidence in the Montenegrin Parliament, that is, in the technical mandate. The CGO notes that there is no data from November 8th to the present on this issue, and in view of this dynamic, it may be assumed that this number is markedly higher.
