The ministry acknowledges it committed violations in the tender, where it rewarded Durmish's Homie, it turns it into re-evaluation

The MMPHI decided to be a little more transparent with companies that competed in this tender. He addressed their complaints, even taking them to the base and brought down his decision.

Initially, two weeks ago the procurement decided to announce the winners of the three parts of this tender and were recommended for the contract:

“RSM Company” shpk & “Kosovo Asfat”, for tears 1, which have submitted the offer 774, 878, 15 euros. “Kosovo Asfalt” , owned by Bujar Shaban's son, the Hysen Durmish dost, and “RSM” years ago was founded in Kosovo, and former LVV deputy Rexhep Selimi was the manager.

Lot 2 “Shrk; “Lika Company” shpk on offer 1, 247, 604, 62 euros. These two companies are owned by Fadil and Sali Lika, and are constantly being awarded contracts.

Lot 3 “Buyar Shaban B. I; “via Egnatia” shpk “Bager” at the price of bid 558, 126, 58. Company owner “Buyar Shaban BI” and “Bagher” is Bujar Shabani, the zv Homie. Minister Durmish. Owner of the company “Via Egnatia” is Genc Muchilli.

Shortly after the winners were announced, many companies applied for review at the ministry, considering that the decision to eliminate them was no longer in line with the request of the Tendra File, hence even the Public Procure Law. They considered they fulfilled the conditions, while the recommended companies did not.

The ministry decided to accept the request for review and suspended the procurement procedure to address complaints.

“Agrees on contracting for procurement activity “Maintaining National and Regional Roads Investments of Kosovo 2022, tear, 1, 2, 3. Since the claims of the monitoring operators are primarily related to the discmination and equal treatment of the OE, as a procurement officer, I am obliged to turn this procurement activity into re-evaluation and see that this procurement activity is guided on the basis of principles based on procurement, to provide effectively, transparently and rightly the exploitation of public funds” is said to reason on an annulment of the contract's decision, which is signed by the Leader of the Procuration Division, Neja Krasni.

Currently, the ministry is assessing the bids again.

Why the Ministry decided to turn the tender into re-evaluation

According to Periscop's sources, one of the companies recommended for the contract in tear 1, may have offered with some extinguishing documents, is about the necessary equipment and mechanisms that the ministry has asked for in the tender file: 2 weighted vibrator 7-12t, and 1 weight - 5 perspective. One of the companies in tear1 that has submitted the contracts for the cylinders has sealed them with two different stamps of her company, which has added doubts about the extinguish documents. If the ministry were to give up its decision by throwing out complaints, at least for tears, they would complain at O The EPS, and if this organ proved that the evidence offered was turned off, then the group of operators would get on the blacklist and be disqualified from public procurement until a year.

This is just one of the findings suspected of being fulfilled.

The ministry has not shown completely transparent during the implementation of this procurement procedure. That is because he has not charged E-procure complaints by economic operators, only his announcement, saying they have been approved.
