Although the distribution material of the vote was also made in these areas, Albanians in the Presevo Valley who exploit the right are few.
According to local media there, in many polling stations in the municipality of Bujanoc, the percentage of people who have voted the referendum is zero.
At the 55 polling in the Cultural House Hall in Bujanoc, 3 per cent out of 900 eligible citizens have voted in the referendum on changing Serbia's Constitution.
Unlike here, in the village of Koncul, at least until noon, not even one voter appeared.
The similar situation is in the Presevo municipality, where most citizens have decided to boycott the process.
And civil society activists there point to a reason.
Valon Arifi, representative of the civil society in Presevo, stressed the decision was the right one, but has a criticism of the first Kosovo government.
That the decision to refuse Referendum is fair, Ragmi Mustaf, chairman of the Albanian National Council in Serbia, says.
And for the small number of Albanian participants in the referendum, he has an answer.
The referendum in question, organised by Serbia, has to do with the justice system, where it envisions that judges are no longer elected by parliament.
