Democratic Party of Kosovo MP Rashit Qalaj has criticised the Kurti Government over the union of the Ministry of Internal Affairs with the Ministry of Public Administration, saying that now after two years the negative outcome of this union and mismanagement is being seen.
The door through a Facebook post has indicated that these two ministries that have nothing in common and cover areas quite opposite to each other, since they started operating as one, are creating higher expenses, duplication of department competencies and lack of accountability.
For example, for the position of Procurement Department Director today, 3 directors are paid simultaneously: MPB director, director of Is h - MAP, while a Procure Director Task Agent has recently been appointed. This is a serious violation of the law and is mismanagement of the state budget. While there are dozens of the same positions paid by two officials. Recently, the government has increased the number of advisers at MPB from 6 to 10 reasoning on increased volume of work as a result of fusion. Not even this increased councilors has helped Minister Svecla, who has accomplished only 15% of the legislative programme, being the government's weaker minister.”, Qalaj wrote.
He has stressed that the entire MPB internal structure is dysfunctional, as Minister Svecla has blocked implementation of the Order for the interior organisation of this ministry, which has entered into force in January 2021.
So, the minister has blocked the implementation of a regulation which has passed regular approval procedures as if for its review, but in practice now every 10 months no action has been taken to change this regulation. MPB needs an interior minister and not a weak intern like Jelal Svecla, who is surrounded by an army of “advisors” of deputy ministers whose work is not seen as nearly 1 year.” wrote Qalaj.
